UNews - research associate /unews/position/research-associate en New U of L study finds water issues a major concern of housing developers in the Calgary region /unews/article/new-u-l-study-finds-water-issues-major-concern-housing-developers-calgary-region <div class="field field-name-body field-type-text-with-summary field-label-hidden"> <div class="field-items"> <div class="field-item even" property="rnews:articlebody schema:articleBody"> <p>A new study by a Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge water researcher has found that challenges in acquiring water have housing developers in the Calgary region worried about the effects on their industry and real estate, on home buyers and the economy in general.</p><p>&ldquo;What struck me about the findings was that all housing developers in the study said challenges exist in acquiring licensed water allocations for housing development and for three-quarters of them, it is their biggest issue,&rdquo; says Dr. Lorraine Nicol, a U of L research associate.<div class="image-caption-container right" style="width:350px;"><img src="/unews/sites/default/files/LorraineNicol.jpg" alt=""></div></p><p>Nicol received funding from the Alberta Real Estate Foundation to determine if housing developers in the Municipal District of Foothills, Rocky View County and Okotoks, one of the fastest-growing regions of the province, experience or anticipate constraints in accessing water for housing developments.</p><p>She interviewed 15 housing developers to obtain their views of water challenges, the nature and source of the problem, the consequences and possible solutions. Nicol also assessed the potential impact a decline in housing construction could have on the real estate sector.</p><p>&ldquo;The message from developers was clear. Housing development is a risky business, even at the best of times, and uncertainty around acquiring water compounds that risk,&rdquo; says Nicol. &ldquo;One developer stated &lsquo;(Developers) have a checklist of &lsquo;have to haves&rsquo; and you have to have them all. Water is one and if you don&rsquo;t have it then development doesn&rsquo;t happen.</p><p>Given no new licensed water allocations have been issued in the Bow, the Oldman and the South Saskatchewan River sub-basins for the past decade, housing developers find they sometimes have to navigate the water market. All of the developers Nicol interviewed believed obtaining licensed water allocations for housing development was challenging and 73 per cent called it a primary issue.</p><p>A majority, 60 per cent, believe water management in the region is political to the detriment of the housing industry. More than half said the source of the problem also relates to government processes. They identified factors like a perceived lack of provincial government understanding of water, frequent ministerial changes and perceived unfair control being exercised by the City of Calgary, which has excess water licence capacity. They further identified politics involved in the Calgary Regional Partnership (CRP), an organization of 14 municipalities that works to ensure growth is sustainable, as contributing to the problem. Of the three municipalities in Nicol&rsquo;s study, only Okotoks is part of the CRP.</p><p>Most of the developers &mdash; 13 out of 15 &mdash; said water challenges create uncertainty for housing developers and, either now or in the future, will have a dampening effect on construction. Two out of three developers said the prices for new homes have increased because developers had to acquire water and pay top dollar for it. Two of the developers interviewed believe water issues will have a negative effect on the economy of the region in general.</p><p>In terms of the effect on the real estate market, Nicol estimated about 200 houses in the three municipalities constituted the resale of new homes each year. If new construction declined by 10 per cent, that could potentially result in 20 fewer new homes being resold.</p><p>All of the developers interviewed saw a need for the region to work together to arrive at a solution, although no clear consensus emerged as to the type of regional model that would work. Many developers mentioned tensions between municipalities in the Calgary region and some find flaws in the CRP. Do they leave? If their home is gone, where do they live? Even if they had not lost their home, they still had to make sense of what happened."<br> <br> The researchers also found that there were several supports in place to assist families and children with their emotional and health-related recoveries, which kicked in very soon after the fire, and are ongoing &ndash; a positive step that Kulig says is critical to helping the community move forward.<br> <br> "We noted that several agencies increased their service levels, brought in additional people and launched programs to help people cope. These were excellent responses and we suggest that those programs continue, since the emotional recovery time from a disaster like this can take several years."<br> <br> Kulig says that, as researchers moved through the community engaging people, they found ample evidence that Slave Lake and area exhibited a solid level of community cohesion and resilience, which is critical to the rebuilding process.<br> <br> "Despite the huge amount of upheaval, many people initially told us that they were brought closer together as a family because of the fire, and the research bears this out. 92 per cent of the respondents indicated that they were as close, or closer, because of the disaster. As well, we measured family cohesion, which measures a family's ability to work together or relate well to each other, and 89 per cent of respondents said they were as -- or more &ndash; cohesive than before the fire."<br> <br> Kulig cautions, however, that the actual transition back to what some families expressed as 'normal' would not be without challenges.<br> <br> "We identified six key areas people experienced, and need to be mindful of even now, to ensure they are coping constructively with the disaster's aftermath."<br> <br> Kulig says that people develop different life goals and priorities. As well, their interactions with their own family members, friends and neighbours and others in the community changed.<br> <br> "We also noted that people developed new values and perceptions of the important things in their lives. We heard people say a number of times, '&hellip;it's just stuff, it can be replaced, but my family can't&hellip;'. Ten years, plenty of hard work and several incredible opportunities later, Matisz is a PhD student with a passion for parasitology, ecology and evolution who has earned the distinction of being an award winning research scientist.</p><p>Matisz began her research career during the summer of 2003 when she landed a job collecting data for one of her professors, <a href="http://zapp.uleth.ca/Applications/CampusDirec/users/hurly" rel="nofollow">Dr. Andrew Hurly</a>.<br /><br />&quot;I spent the summer in a cabin at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬&#39;s field research station collecting data about the foraging behaviour of hummingbirds,&quot; recalls Matisz. &quot;Once I realized that there were professors with different research projects going on and that they were looking for keen students to collect data, it was just a dream come true. I was amazed that I could get this kind of job and that I could get paid for it.&quot;</p><p><div class="image-caption-container right" style="width:500px;"><img alt="Chelsea Matisz" src="/unews/sites/default/files/main/articles/alumni-matisz.jpg" title="Alumna Chelsea Matisz recently won the prestigious Ashton Cuckler New Investigator Award."><div class="image-caption">Alumna Chelsea Matisz recently won the prestigious Ashton Cuckler New Investigator Award.</div></div></p><p>During a course with <a href="http://people.uleth.ca/%7Ecam.goater/" rel="nofollow">Dr. Cameron Goater</a>, Matisz became interested in parasitology so she jumped at the chance to work with parasites in Goater&#39;s lab. She spent a summer working as Goater&#39;s lab research assistant before completing her BSc in December 2005. The relationship she established with Goater led to Matisz pursuing a master&#39;s degree with Goater as her supervisor.</p><p>&quot;We have a very unique situation in the Goater lab in that we can rear a parasite with a complex life cycle in the lab and we are able to control the age and density of the parasite; that offers some exceptional research avenues,&quot; explains Matisz.</p><p>Using the flathead minnow as an intermediary host, Matisz studied why two parasites migrated to specific areas (one to the minnow&#39;s brain, the other to its liver), how the parasites migrated and what the minnow&#39;s response was once the parasite made itself at home.</p><p>In 2007, Matisz was awarded the Meritorious Student Paper Award, after presenting her research at the First North American Parasitology Congress in Mexico. She continued to receive accolades for her work and in June this year she will be the first graduate student to be presented with the prestigious Ashton Cuckler New Investigator Award from the American Society of Parasitologists for work at the master&#39;s level. The award has previously gone to recently graduated PhD students only.</p><p>&quot;This award means so much to me because it is validation for the work I have done. I feel immensely proud to get this,&quot; says Matisz.</p><p>Goater, who nominated Matisz for the award says, &quot;There could be no better ambassador for our graduate program and for our Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬. I am thrilled to see her waive the U of L flag at the annual meeting in Anchorage.&quot;</p><p>Now that she is studying for her PhD at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Calgary, Matisz looks back on her graduate studies at the U of L with some degree of amazement.</p><p>&quot;I had a great experience at the U of L. I was given such incredible resources in terms of support and expertise. Generating three publications for my masters was simply amazing. I don&#39;t feel like I could have done better anywhere else,&quot; she says.</p><p>Matisz admits there were times throughout her thesis project when she needed to clear her head, so she attended a variety of different lectures on campus.</p><p>&quot;The lecturers reminded me why I was doing what I was doing. Seeing their passion was really motivating and helped me keep trucking on, although, there have been times in desperation that I&#39;ve seriously considered abandoning research to be a musician or write fiction,&quot; laughs Matisz.</p><p>She completed her masters of science in biology with a 4.0 GPA in 2009. For nine months she worked as a research associate at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ through the Canadian Water Network, before spending another three months at the Alberta Provincial Laboratory for Public Health in Edmonton in advance of her PhD studies at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Calgary. Currently she is studying with Dr. Derek Mackay and Dr. Keith Sharkey, researching host-parasite interactions of the rat tapeworm in a mouse and how this can affect or modulate joint inflammation.</p><p>&quot;I hope that my studies will one day have an impact on human health. It&#39;s amazing that parasites can potentially have a therapeutic role for inflammatory diseases &ndash; and I hope I can be a part of elucidating those mechanisms. And yet, in between the phone calls, meetings and deadlines, Nicol makes a point to keep one window of time open for just himself – call it pool maintenance.</p> <p>You'll find Nicol in the U of L's <a href="http://www.uleth.ca/sportrec/content/max-bell-pool-schedule" rel="nofollow">Max Bell Regional Aquatic Centre</a> pool nearly every lunch hour, swimming his customary two kilometres before getting back to his duties as dean of the <a href="http://www.uleth.ca/fas" rel="nofollow">Faculty of Arts &amp; Science</a>. Go a little earlier in the day and you'll likely catch his son, third-year history major, Jeffrey, training with the <a href="http://www.uleth.ca/horns" rel="nofollow">Pronghorns</a> swim team. It wasn't too long ago that Nicol's wife Lorraine, a research associate in the <a href="http://www.uleth.ca/fas/eco/" rel="nofollow">Economics Department</a> and PhD student in water management, was also a pool regular.</p> <p>Swimming has been at the heart of everything the Nicol family has done for the better part of the last 15 years, and with Jeffrey (20) just hitting his prime and younger sister Rachel (17) blowing up on the international scene this past summer, it promises to be a central focus moving forward.</p> <p>"There wasn't really any grand design to turn them all into competitive swimmers," Chris says of his children. Don't forget 19-year-old Alastair, who also swam competitively before turning his focus to music. A breaststroker, Chris placed third in the Ontario university championships in the 100m breast and would later win both the 100m and 200m breast events in the inaugural World Masters Games in Toronto in 1985.</p> <p>By the time he met and married Lorraine, they were working at the <a href="http://www.uregina.ca/" rel="nofollow">Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Regina</a> and swimming had become a big part of both of their lives. The kids naturally took to the water and when competitive swimming called, the parents, just as naturally, worked it into their routine. When the couple moved to Lethbridge 10 years ago, Lorraine set aside certain career aspirations and made swimming the focus. She was president of the <a href="http://www.lethbridgeswimming.com/" rel="nofollow">L.A. Swim Club</a> for four years and a member of the board for a total of six.</p> <p>"For parents who are so connected to their kids through a sport like this, the act of parenting, I think, becomes exceptionally easy," says Lorraine. "I can't remember when I've ever had an argument with my kids.</p> <p>"You spend so much time with them that they know how much we've supported their sport. I wouldn't call them sacrifices but if I'd made other career choices, I would not have had that flexibility to spend 30 to 40 hours a week with them and their swimming."</p> <p>The sport has literally taken them around the globe. Switzerland, Luxembourg, England, Spain, Costa Rica, and just this past summer, Singapore and Hawaii, have all been visited to attend various meets and training camps.</p> <p>"I don't think we've ever taken a holiday that hasn't been connected to a swim meet," says Lorraine.</p> <p>All the while, the couple has had to balance their own academic careers and instill a work ethic in their children that speaks to both athletics and studies.</p> <p>"You get efficient at using your time," says Chris. "These guys have picked up on that, having seen how we operate, in terms of if we have work to do, you get down to it."</p> <p>Jeffrey, who achieved personal best times in each of his long course swims in Victoria this past spring, says the student-athlete balance isn't always easy.</p> <p>"I'd say the hardest year was Grade 12 when I really had to bear down and focus on my Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬," he says. "My swimming suffered that year, I didn't post any best times, but it paid off in that it got me the marks I needed to get into a good university."</p> <p>The discipline of elite competitive swimming transfers well into the world of academia.</p> <p>"You don't always see immediate results in the work you put in," says Chris. "Sometimes you have to put in a bit more time than you thought but you have to stick at it and not give up. They've obviously learned that with swimming. When it comes to the academic side, maybe we have to do a bit more convincing, but I think they're getting the message."</p> <p>Whether Rachel keeps tradition alive and comes to the U of L next fall remains to be seen, but with Jeffrey still going strong with the Horns and both Chris and Lorraine busy with their roles at the U of L, expect to see the Nicol family as regulars in the pool area for the foreseeable future.</p> <p>"I can't even describe how incredible a journey this has been, and it has helped both Chris and I grow as individuals and as parents as well," says Lorraine. "And to hear them still say, after so many ups and downs and injuries and highs and lows, that they are still excited to swim – I love hearing that, because then we know the journey is just beginning."</p> <p><strong>GET THE FACTS</strong></p> <p>&middot; Jeffrey made huge strides with the Horns program last season. "From my perspective, he made a major transition and ramped things up to a whole new level," says Chris, as Jeffrey jumped from top-20 status to top-10 in the national 200m breaststroke rankings. how to best manage water is key to sustaining the industry.<br> <br> A group of Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge <a href="http://www.uleth.ca/fas/eco" rel="nofollow">Economics</a> researchers have prepared an in-depth report on water issues for the members and stakeholders of the <a href="http://www.southgrow.com/" rel="nofollow">SouthGrow Regional Initiative</a> to help support the economic well being of the area.<br> <br> "Water is a vital resource and it impacts greatly on the economic health and the quality of life of this region considerably," said Sandra Nelson, a Stirling, Alta resident and the Chair of <a href="http://www.southgrow.com/" rel="nofollow">SouthGrow</a>.<br> <br> "This report provides our members with insight into the current state activities surrounding the issues of sound water management. It also identifies and provides recommendations about the role SouthGrow could play in ensuring a sustainable water supply for investment, economic development and the long term vision of this region."<br> <br> The report, entitled "Water for Economic Development in the SouthGrow Region of Alberta" was prepared by Research Associate Lorraine Nicol, Dr. Henning Bjornlund and Dr. Kurt Klein. It highlights unique opportunities as well as significant challenges to managing water issues now, and in the future.<br> <br> The researchers will release and discuss the report in Lethbridge at an information session hosted by SouthGrow that takes place Thursday, Mar. 19, beginning at 11 a.m. at the <a href="http://www.lethbridgelodge.com" rel="nofollow">Lethbridge Lodge Hotel and Conference Centre</a>, 320 Scenic Drive S.<br> <br> The event includes a presentation by the researchers and a moderated discussion period for stakeholders.<br> <br> There are several important constraints to water availability in southern Alberta. The first (and most important) is the restriction on the issuing of new water licenses within the two river basins.<br> <br> Second, certain procedures impede the operation of water markets.<br> <br> Third, there are potential long-run negative effects on water supply from such factors as climate change.<br> <br> Fourth, several policy and legislative uncertainties remain, including how implementation of the Water for Life strategy will unfold, especially with the possibility of implementation of economic instruments; whether, given the recent announcement of the review of the water allocation system, that system will remain intact; whether the watershed planning and advisory councils will be able to achieve their objectives; and the outcome of the International Joint Commission response on apportionment of flows of the St. Mary and Milk Rivers between Canada and the United States.<br> <br> Finally, as water becomes more scarce and valuable in Alberta, a cultural and political divide seems to be intensifying between urban, agricultural and conservation interests in Alberta that recently were manifested in an outcry over amendments to irrigation district licenses and the sale of an irrigation water license to an urban development.<br> <br> These topics are likely to invoke a lively discussion.
