Not only did he earn a BA (sociology) that paved the way for a career in human services, but he met Jeri, his wife of 37 years, with whom he's raised their daughter Michaela, who now attends the U of L.</p><p><div class="image-caption-container" style="width:500px;"><img src="/unews/sites/default/files/main/articles/miltenberger.jpg" alt="Michael Miltenberger" title="J. "Neither of us liked big-city life in Edmonton, so we bought an old truck, packed up our stuff and headed north to live a simpler life for a while," he says.</p><p>The family settled in Fort Smith, N.W.T. – a primarily Aboriginal community of 2,400 people – where Miltenberger built the family's timber-framed house. After a few years as a carpenter, he put his U of L degree to good use while working for the Department of Health and Social Services.</p><p>Miltenberger didn't begin his career with political ambitions. But after serving on town council, he was inspired to run for mayor, even though it meant a 50 per cent pay cut.</p><p>"The work interested me: the ability to enact laws and help the community develop," he says. In 1987 he completed his first term as mayor. He returned to the Department of Health and Social Services as regional superintendent shortly after that.</p><p>In 1995, he ran for MLA – and won – and has represented Fort Smith ever since. Presently, Miltenberger serves in cabinet as deputy premier, government house leader, minister of finance, minister of health and social services and minister of environment and natural resources.</p><p>"I've worked hard to make sure the community is well-served by the territorial government," says Miltenberger. He's also a passionate environmental advocate, working to protect at-risk species and water systems.</p><p>On the border between the N.W.T. and Alberta, Fort Smith is situated in the middle of the boreal forest and adjacent to the Slave River, best known for its powerful rapids that occasionally attract contentious hydroelectric dam proposals.</p><p>As minister of environment and natural resources, Miltenberger has worked closely with Aboriginal communities and other stakeholders to establish a water stewardship strategy for the N.W.T. and has been a significant figure on the international water-policy stage. Earlier this year, he was one of five Canadians on an expert panel at the Seventh Annual Rosenberg Water Policy Forum in Argentina where he delivered a paper on traditional knowledge and water-policy development in the N.W.T.</p><p>Water and other environmental issues, negotiating a final devolution agreement with Canada, an upcoming Canada-wide review of health care and a project to implement fibre-optic capability all contributed to Miltenberger's decision to run for office one last time. On Oct. 3, Miltenberger was elected to a fifth term.</p><p>"I'm grateful for the continued support of the constituency," says Miltenberger, reflecting on his re-election in an area renowned for its political toughness. "I look forward to spending the next four years working on the issues I'm passionate about. After that, I can pass the torch." </p><p><em>This story first appeared in the Fall 2011 issue of SAM. Following is text from his address.</em></p> <p>Honourable Senators, it is my pleasure to speak about an exciting program offered at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge in Alberta. It is the Support Program for Aboriginal Nursing Students (SPANS).</p> <p>This program was created in response to the shortage of Registered Nurses in rural and First Nations, M&eacute;tis and Inuit communities across Canada. There is an urgent need for members of these communities to become nurses to address the health issues experienced among Aboriginal people and to provide appropriate health services within their communities.</p> <p>The main objective of SPANS is recruiting and retaining Aboriginal students who are academically capable and interested in pursuing a nursing career. Assistance and support is then offered toward providing the necessary academic background needed to complete a BN within the existing <a href="http://www.uleth.ca/healthsciences/nursing" rel="nofollow">Bachelor of Nursing</a> program at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge. It is hoped that when the students have completed their program, they will consider returning to their home communities to work.</p> <p>SPANS is a partnership amongst the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge <a href="http://www.uleth.ca/hlsc" rel="nofollow">Faculty of Health Sciences</a>, <a href="http://www.redcrowcollege.com/" rel="nofollow">Red Crow Community College</a>, Blood Tribe Department of Health, Aakom-Kiyii Health Services (Piikani Nation), Siksika Health Services and the Blackfoot Confederacy.</p> <p>There are several elements to this unique program. One element is the pre-nursing year, a transitional year that provides students with an opportunity to enroll in required courses for admission to the nursing program. And they are supported in the often-challenging transition from home and family life to university.</p> <p>Another element is the integral role that Elders have in the program. Their discussions with students help them to examine concepts related to nursing and health care from a Blackfoot perspective.</p> <p>In addition to learning from Elders, the Aboriginal nursing students have also benefitted from a Mentorship Program, which has involved current Registered Nurses who work in the Blackfoot Confederacy.</p> <p>Opportunities for social networking and tutoring are also provided to support the students.</p> <p>Designated staff and infrastructure provide additional academic and personal support. Thanks to the leadership of the learning facilitator and administrative assistant, the students can feel supported in all that they do.</p> <p>The success of this program can be measured in a few important ways.</p> <p>The program has recently expanded to assist students working towards degrees in Addictions Counselling and Public Health. The program has grown from seven students to approximately 60 in four years.</p> <p>The retention rate of the program is also an indicator of success: of all the Aboriginal nursing students who started in SPANS, only one is no longer enrolled in a post-secondary program. The majority of Aboriginal students remain in a health-related program at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬.</p> <p>Another impressive measure of success is that the students in this program have the opportunity to complete their clinical practicum in their home communities on local reserves and to become role models for other community members.</p> <p>Honourable Senators, please join me in commending the students and staff of the Support Program for Aboriginal Nursing Students at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge. They are truly a part of an innovative and visionary endeavour that will benefit First Nations, M&eacute;tis and Inuit communities across Canada for years to come.</p> <p><strong><em>For a look at the March issue of the Legend in a flipbook format, follow this <a href="http://issuu.com/ulethbridge/docs/thelegend_1007_march2011" rel="nofollow">link</a>.</em></strong></p> </div> </div> </div> <div class="field-group-format group_related_topics field-group-div group-related-topics block-title-body speed-fast effect-none"><h2><span>Related Topics</span></h2><div class="field field-name-opencalais-facility-tags field-type-taxonomy-term-reference field-label-above"><div class="field-label">Facility:&nbsp;</div><div class="field-items"><div class="field-item even"><a href="/unews/facility/university-lethbridge-faculty" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge Faculty</a></div><div class="field-item odd"><a href="/unews/facility/university-lethbridge" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge</a></div><div class="field-item even"><a href="/unews/facility/red-crow-community-college" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Red Crow Community College</a></div></div></div><div class="field field-name-opencalais-industryterm-tags field-type-taxonomy-term-reference field-label-above"><div class="field-label">IndustryTerm:&nbsp;</div><div class="field-items"><div class="field-item even"><a href="/unews/industry-term/appropriate-health-services" typeof="skos:Concept" property="rdfs:label skos:prefLabel">appropriate health services</a></div><div class="field-item odd"><a href="/unews/industry-term/social-networking" typeof="skos:Concept" property="rdfs:label skos:prefLabel">social networking</a></div></div></div><div class="field field-name-opencalais-organization-tags field-type-taxonomy-term-reference field-label-above"><div class="field-label">Organization:&nbsp;</div><div class="field-items"><div class="field-item even"><a href="/unews/organization/department-health" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Department of Health</a></div><div class="field-item odd"><a href="/unews/organization/university-lethbridge-faculty-health-sciences" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge Faculty of Health Sciences</a></div><div class="field-item even"><a href="/unews/organization/red-crow-community-college" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Red Crow Community College</a></div><div class="field-item odd"><a href="/unews/organization/senate" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Senate</a></div><div class="field-item even"><a href="/unews/organization/university-lethbridge" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge</a></div></div></div><div class="field field-name-opencalais-person-tags field-type-taxonomy-term-reference field-label-above"><div class="field-label">Person:&nbsp;</div><div class="field-items"><div class="field-item even"><a href="/unews/person/registered-nurses" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Registered Nurses</a></div><div class="field-item odd"><a href="/unews/person/grant-mitchell" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Grant Mitchell</a></div></div></div><div class="field field-name-opencalais-position-tags field-type-taxonomy-term-reference field-label-above"><div class="field-label">Position:&nbsp;</div><div class="field-items"><div class="field-item even"><a href="/unews/position/facilitator-and-administrative-assistant" typeof="skos:Concept" property="rdfs:label skos:prefLabel">facilitator and administrative assistant</a></div></div></div><div class="field field-name-opencalais-provinceorstate-tags field-type-taxonomy-term-reference field-label-above"><div class="field-label">ProvinceOrState:&nbsp;</div><div class="field-items"><div class="field-item even"><a href="/unews/province-or-state/alberta" typeof="skos:Concept" property="rdfs:label skos:prefLabel">Alberta</a></div></div></div></div><span property="rnews:name schema:name" content="Senator Mitchell praises positive contribution from U of L program" class="rdf-meta"></span> Fri, 18 Mar 2011 19:30:36 +0000 trevor.kenney 4043 at /unews
