That's certainly the case when it comes to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge. With 40-year-old infrastructure that is starting to show its age, the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ has been slowly upgrading the Lethbridge campus's physical attributes.

The Department of Facilities is working to create more modern spaces in a more sustainable environment, making the U of L a destination to be desired with better access, enhanced food services and state-of-the-art research facilities.

Unfortunately, you can't have change without, well, change. Renovations to existing structures and new construction can be noisy, messy and just plain inconvenient. That's why the department arranges to do the majority of its construction when classes are not in session.

While there are less people on campus during the summer months, the U of L is still buzzing with activity during this time and every effort is made to minimize the inconvenience to those who remain.

Most projects are completed between May and September, but some factors, such as Mother Nature (who likes to keep contractors on their toes) or unforeseen construction obstacles, can delay projects well into the fall semester. Some projects are so big that they will extend even further into the year. The impending PE Tunnel Rehabilitation and South Plaza Replacement is one of them.

Replacing the concrete in the south plaza presents a unique challenge as the PE Tunnel sits directly below and no more than 10,000 lbs. of weight can be placed on top of the tunnel at any time. Removing the concrete slabs above the tunnel will therefore require some creative manoeuvring.

The PE Tunnel restoration includes leak repairs, the installation of new air handling units to enhance air quality and the addition of new lighting. The tunnel will be closed throughout the duration of the project.

From May to possibly the end of the year, the outdoor area from the PE Building along the Students' Union Building up to the rotunda near the Library will also be closed to allow heavy equipment to move easily within the construction site. The closure also includes the bus loop, and the Department of Facilities has been working with the City of Lethbridge to establish a new, temporary bus route – the details of which will be released once they have been finalized.

Library roof

Nearby, the roof of the Library will undergo work as crews replace the roofing membrane that has been lifted by the area's notorious winds. As long as Mother Nature cooperates, the project will last from about May to mid-July. During this time the south entrance to the Library will be closed.

West parking lots

The second phase of the parking lot redevelopment project will see Lots E and G undergo substantial work. In addition to repaving the lots, a storm water management and drainage system along with new trees and landscaping, windbreaks, concrete curbing and sidewalks, and new lighting will enhance the area. As a gateway to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬, this parking area is one of the first areas of campus that people see. The project will help create a sense of place and welcoming to new and returning guests.

UCA North Patio

The wood and concrete flooring on the North Patio off the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ Centre for the Arts (UCA) building will be replaced this summer. The entrance into the patio area at the bottom of the pathway will be closed, but pedestrians should still be able to access the path by alternate means.

Food Services

Now that the U of L has a new food vendor coming on board, work to update the food services area in UCA will get underway this summer.

In addition to these major projects, several others are already occurring in less obtrusive areas such as the Prairie Quad north of Markin Hall, Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ Hall Breezeway infrastructure upgrades, elevator upgrades in UCA, Students' Union Building and Turcotte Hall, and various flooring replacement and building control upgrade projects that will take place on evenings and weekends.

More information on these and other upcoming projects will be communicated to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ community as details emerge. The facilities department would like to thank everyone in advance for their patience during the busy construction season ahead.

Jamie Woodford is the project assistant, communications, for the Department of Facilities

This story first appeared in the Febraury 2013 edition of the Legend. degree at the Fall 2012 Convocation ceremony, Saturday, Oct. 13, 10 a.m. at the 1st Choice Savings Centre gymnasium

When President Dr. Bill Cade first laid eyes on the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge in 2000, he saw an institution on the verge of a growth spurt, ready to come of age. Still not completely sure of its identity, the U of L was a young, emerging Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ poised to break out of its adolescence.

A decade later, as Cade prepares to wrap up his 10-year presidency, he sees an entirely different picture – the U of L's growth as a comprehensive university reflected by its stunning physical profile atop the Oldman River valley.

"I think it was a well-kept secret," says Cade of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ when he arrived on campus. "I think we were known well in some quarters, but I thought we needed to become more well-known in others.
"Today, I love to stand on the other side of the river with my dogs and look at the campus. I especially like it when the lights are on in the new stadium."

The Community Sports Stadium is the most recent addition to campus (it opened in September of 2009), and when Markin Hall opens this fall (Cade will return for the ceremony), it will bookend the Cade Decade, a 10-year period of unprecedented expansion and self-awareness at the U of L.

"For the past 10 years, as Bill and I worked together to advance the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s relationships with Canada and Alberta, he has been a visionary and dynamic force to identify and further the goals of programs, advancement and infrastructure development," says Dr. Jim Horsman (LLD '04 ), U of L chancellor emeritus (1999-2003) and a former member of the Board of Governors.

The building boom was just beginning in 2000 with the addition of Anderson Hall, a multi-purpose classroom and office facility. A year later, the $34 million Library Information Network Centre (LINC) and Canadian Centre for Behavioural Neuroscience (CCBN) would follow, and while their planning had begun before Cade's arrival, it was he who introduced the new U of L look to the broader community. It was a role he was ideally suited to perform.

"Bill is the greatest cheerleader the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ has ever seen – it must be the Texan in him," says Greg Weadick (BSc '77), MLA for Lethbridge West. "Under his watch, the U of L has become a stronger community partner and a source of immense pride for all southern Albertans."

Cade recognized early that the U of L had a great story to tell, and a southern Alberta community eager to not only listen to that story but become a part of it, too.

"Initially, I don't think I had an appreciation for the prominence of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ and the office of the president in this community, and that turned out to be one of the very enjoyable aspects of the job," says Cade.

His previous position, at Brock Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ in St. Catharines, Ont., did not afford that luxury. Whereas Brock was one of many players in the eight-million person Golden Horseshoe region of southern Ontario, the U of L is a benchmark southern Alberta industry.

"When Dr. and Mrs. Cade arrived in Lethbridge, it became clear quite quickly that their outgoing and positive approach to community involvement was going to make a difference in the connection between the community and the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬," says Cheryl Dick, chief executive officer, Economic Development Lethbridge.
"The Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ has grown during his tenure through new facilities, but its footprint has also grown in terms of influence. By association, the reputation and respect of our city has also increased."

Cade and the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ couldn't accomplish this simply by putting up buildings. Growth for the sake of growth, in Cade's own words, "is stupid," and what the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ was able to do over the last 10 years was identify areas of need and create programming that connected with emerging trends.

"We grew because we're in the business of admitting students to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬, we're not in the business of excluding them. I've always been proud of that fact," says Cade.

Already blessed with a solid base of undergraduate programs, the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ sought to increase its presence in the graduate world. The spring following Cade's installment saw the CCBN taking shape and the first doctoral students for the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s PhD in Neuroscience program being accepted.

While expanding graduate programming along with the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s research portfolio stood out as key priorities, to do so required money – a lot of money. The answer came in the form of an advancement office.

"I'd learned the advancement structure at Brock, and I enjoyed asking for money," says Cade. "It's easy to ask if you've got people who know what they're doing and will point you in the right direction. I thought building our reputation, letting people know who we are and what we were doing was a real priority.
"Asking for money is the easiest part of it; the hardest part is building up to it. If you've done the proper work leading up to it, I think you're OK to ask."

As funding for graduate programming grew, so did the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s research portfolio. In the past 10 years, the U of L's research funding has soared a phenomenal 610 per cent, taking what was a primarily undergraduate university to a research-intensive, comprehensive university with a focus on both undergraduate and graduate studies.

The Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s Community of Research Excellence Development Opportunities (CREDO) initiative, a new grant program for researchers in the social sciences, humanities, fine arts, education and management, was established. The U of L's allocation of Canada Research Chairs, nine, was met, and unique, issue-driven programs such as the Alberta Ingenuity Centre for Water Research were established. In 2008, the Alberta Water and Environmental Science Building (AWESB) opened, and in 2009, the U of L attracted foremost neuroscientist Dr. Bruce McNaughton and $20 million in funding to the CCBN, earning the inaugural Alberta Heritage Foundation for Medical Research Polaris Award.

"The research side of our mandate has certainly grown tremendously and is as high a quality as you could find around the country and around the world," says Cade, noting that the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ has worked hard to maintain its foundation of providing a personal, supportive small-school approach.
"We've done that while keeping our undergraduate and graduate programming very strong as well. If you don't grow in terms of new programs and evolve your interests in other degrees, you stagnate, and if you're starting to stagnate by resting on your laurels, you're in trouble."

Modestly, Cade is the first to admit that some of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s growth was a matter of being in the right place at the right time. While the U of L worked hard to create the community alliances necessary to open the new 1st Choice Savings Centre for Sport and Wellness in 2007, the Community Sports Stadium, a crown jewel for southern Alberta sport, was basically dropped on the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s doorstep.

"Clearly there were things that we went after and we got them, but there were things that came out of the blue. Serendipity is a wonderful thing," says Cade.
"We didn't see the stadium coming, we didn't know that was something the city would propose, but seizing the opportunity is a really important part of it; that's something the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ has done since its inception, seize opportunities."

With more than 8,000 students, a new home for the Faculties of Health Sciences and Management ready to open and a continually emerging research presence established, is Cade comfortable with how he is leaving the U of L?

"At the risk of sounding egotistical, yes, I think so," he says. "I think in terms of our academic development and in terms of having a functioning advancement office and having an outstanding faculty and good facilities, yes, I think so. There's always more you can do, but I feel pretty satisfied."

He pays no heed to trying to write his own legacy.

"I hope I have a legacy," he laughs. "I feel extremely good about the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬. It is without question the most satisfying experience of my professional life. But as to a legacy? Somebody else has to figure that one out."

Perhaps it's the western skyline that will tell his story, now pierced by the glass and steel that represent a transformed campus and a new, confident identity.

"I scan the horizon and I can see the new stadium, the residences we put in, I can see Markin Hall rising, and from a certain vantage point you can see the Alberta Terrestrial Imaging Centre satellite dish, the AWESB and, of course, the new gymnasium. If you had told me 10 years ago that all of these things would be happening on campus, I would have thought it was wishful thinking."

A timeline of major Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge events occuring over the previous 10 years

2000
• Dr. Bill Cade officially jumps into his new role as president and vice-chancellor of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge.
• The U of L actively takes steps toward moving from a small, undergraduate institution to a comprehensive university – the first graduate students are admitted into the Master of Science in Management program, as well as the first doctorate students to the PhD Neuroscience program.

2001

• The Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ recognizes its third Rhodes scholar, Russell Goodman.
• On the first day of fall classes, the $34 million Library Information Network Centre (LINC) opens. years ago and even jokes that he might not be ready for it today. Such is the self-effacing manner in which Bill Cade has guided the U of L for the past decade, a 10-year period of unprecedented growth and achievement for the institution.

"I think you grow into jobs and anybody who thinks they are ready for any complex job probably doesn't know the job yet," says Cade, who will conclude his 10-year tenure as president at the end of June.

"I remember saying at the outset, "I'm joining your team, you're not joining my team." And to join the team, you've got to know the team. I don't care if it's football, baseball or a team of 800. I spent a fair amount of time getting to know people and learning things about them so I'd understand the role they played here."

That's something Cade never let lapse throughout his 10 years on campus. Considered by many to be the most personable "boss" they'd ever worked for, Cade embodies the personal, supportive environment the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ trumpets as one of its tenets.

"Right from when Bill came to the U of L, he was one of us," says Joan Zimmer, a Telecom assistant with the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s Info Tech team. "He didn't walk around with his nose in the air looking for subservience as so many do. He showed that he was in the trenches with us working for the good of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬."

Cade's ability to bring the U of L community together is universally lauded.

"Bill has an amazing capacity to see the strengths in people, to nurture those strengths and to challenge individuals to grow," says Senate and Board of Governors member Janice Varzari. "He is very appreciative of others' efforts and is very quick to acknowledge them. His capable and creative leadership has contributed very significantly to the excellence in the education of students at the U of L and the growth of programs."

What amazing growth there has been. Over the course of the last 10 years, the U of L has seen the rise of facilities such as the Library Information Network Centre, the Canadian Centre for Behavioural Neuroscience (both initiated under prior president Dr. Howard Tennant), the Alberta Water and Environmental Science Building, Turcotte Hall, the 1st Choice Savings Centre for Sport and Wellness and most recently, the Community Sports Stadium. Throw in a new residence complex, a daycare facility, the Parkway Service Complex and soon-to-be-opened Markin Hall and the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ has made building openings seem like an annual event. Cade has been at the forefront of these initiatives, introducing the new U of L campus to the world.

"I think one of Bill's great strengths has been his ability to promote the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬," says Senate member Wendy Fox. "He is a true advocate and champion for the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬."

Lethbridge West MLA Greg Weadick agrees.

"He is the greatest cheerleader the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ has ever seen – it must be the Texan in him," says Weadick. "Under his watch, the U of L has become a stronger community partner and a source of immense pride for all southern Albertans. It would be impossible to list all of Bill's accomplishments but for me, his most enduring legacy will be the passion and joy that was always contagious whenever I spoke with him."

Cade doesn't like to discuss legacies, saying he'll leave that to somebody else to write. He does however, take great pride in how the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ has evolved during his watch.

"When I first came here, academically I thought we were in pretty good shape, especially when it came to undergraduate programming," says Cade. "I still believe we're in good shape there but we've been able to add so much more, including many outstanding graduate programs.
"The research side of our mandate has also grown tremendously and is as high a quality as you could find."

He'll officially leave the position of president June 30, but anticipates returning in the fall to see the opening of Markin Hall, one of the most difficult, but now, satisfying projects undertaken during his tenure.

"Markin Hall had been wished for, for years," says Cade. "It had been at the top of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s priority list for 10 years and we'd gotten nowhere with it. We clearly had to get the Faculty of Management moved out of its location, but to make it happen, we knew we had to construct the building with other academic groups."

The new Faculty of Health Sciences proved to be the right fit, and Cade still has the letter from the provincial government authorizing its $50 million contribution.

"That was a very challenging project to work on and to be able to come back in the fall and open that building will be wonderful."

With a new Strategic Plan in place, Cade is confident the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ is on secure footing as it moves forward. He sees his time as president as a continuation of the legacy established before him and one that will endure after he leaves.

"The great success of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge did not just happen," says Cade. "A group of visionaries persisted, overcame obstacles and founded the U of L. Many people followed and worked many years to grow and nurture our Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬.
"Today, we have one of the finest universities in Canada. The future of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ is very bright. I am confident the next four decades will be even more successful for the U of L."

<div class="field-group-format group_related_topics field-group-div group-related-topics
