His research papers have been published in several elite science journals, including Nature, the Proceedings of the National Academy of Sciences, Ecology Letters, Ecological Monographs and the Canadian Journal of Fisheries and Aquatic Sciences, the latter of which is the leading international journal for aquatic sciences.</p><p>Some of Rasmussen's work has resulted in crucial research advances. He is a pioneer in using stable isotopes to characterize food web systems, and his work has had major impacts on biomagnification, toxic substances and studies of the invasion by exotic species. His expertise in aquatic ecology led to his appointment to Environment Canada's National Oilsands Review Panel. In 2010, the Society of Canadian Limnologists awarded him the Frank H. Rigler Memorial Award, the society's highest honour.</p><p>"It was very gratifying to receive an award that has been given to many excellent scientists over the years, and to have my name associated with that of professor Rigler, who had such a profound impact on limnology and aquatic science in general," says Rasmussen of the honour.</p><p>His work has had significant scholarly impact as well. Rasmussen's cumulative citation record is impressive, with over 7,000 citations on the Web of Science, and over 9,000 on Google Scholar, showing that his research papers are very influential in advancing the field of ecology.</p><p><em>This story first appeared in the May issue of the Legend. waterways, Environment Minister Jim Prentice has appointed an independent advisory panel of leading scientists to review the design and management of related environmental systems.<br /><br /> Among the committee members is Dr. Joseph (Joe) Rasmussen, a Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge biological sciences researcher and Canada research Chair in Aquatic Ecosystems &ndash; and the only Albertan on the six-member review panel.<br /><br /> Rasmussen says he is looking forward to working with Environment Canada officials and his colleagues, who are among Canada&#39;s leading water and environment researchers.<br /><br /> &quot;I was very pleased to be asked to participate in this review,&quot; says Rasmussen. &quot;It&#39;s a chance to do something very important, and an affirmation that the Minister is taking this issue very seriously.&quot;<br /><br /> The Advisory Panel has a mandate to advise Minister Prentice on the current state of environmental research and monitoring in the region around Alberta&#39;s oil sands and to make recommendations to ensure that state-of-the-art monitoring and best practices are implemented.<br /><br /> &quot;We are determined to develop Canada&#39;s oil sands in a manner that it sustainable and environmentally-sensitive,&quot; says Prentice. &quot;This independent review by some of Canada&#39;s most respected scientists is a critical step in ensuring that environmental issues are balanced with economic considerations.&quot;<br /><br /> Chaired by Elizabeth Dowdeswell, the Advisory Panel members are Dr. Peter J. This report will be publicly available on the Environment Canada website.<br /><br /> -- 30 --<br /><br /> <strong>Advisory Panel Background information</strong><br /><br /> The purpose of the Advisory Panel is to provide recommendations to the Minister of the Environment on the scientific research and monitoring of the environmental effects associated with the development of the oilsands.<br /><br /> Serious concerns have been raised about oilsands pollution entering the Athabasca River Basin and connected waterways and whether monitoring systems are well designed and implemented.<br /><br /> These concerns must be fully explored to ensure that a first class, state-of-the-art monitoring system is in place, serving the public interest.<br /><br /> In this context, the Advisory Panel will:<br /><br /> 1. Document, review and assess the current body of scientific research and monitoring.<br /><br /> 2. Identify strengths and weaknesses in the scientific monitoring, and the reasons for them.<br /><br /> Within 60 days of being established, the Advisory Panel will present its findings in the form of a written report to the Minister of the Environment.<br /><br /> The report will include conclusions on items 1 and 2 above, and recommendations on next steps for the federal government in ensuring that any scientific issues are effectively addressed.<br /><br /> The report will be made public.<br /><br /> Environment Canada will provide scientific and logistical support to assist the Advisory Panel with their analysis of current peer reviewed literature and their discussions with recognized experts.<br /><br /> <strong>Biographical Information -- Advisory Panel Members</strong><br /><br /> <strong>Elizabeth Dowdeswell &ndash; Chair </strong><br /> President, Council of Canadian Academies &amp; Former UN Under-Secretary General and Executive Director of UNEP, Founding President &amp; CEO NWMO<br /> Toronto, ON<br /><br /> Ms. Dowdeswell served as Executive Director of the United Nations Environment Program and Under-Secretary General of the United Nations, Assistant Deputy Minister of Environment Canada, responsible for the National Weather and Atmospheric Agency and led a number of public inquiries, including into Canada&#39;s unemployment benefits program and federal water policy. Her early career included terms as Deputy Minister of Culture and Youth for the Province of Saskatchewan, educational consultant, university lecturer and high-school teacher. Ms. Dowdeswell holds a Master of Science degree in behavioural sciences from Utah State Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬, a Bachelor of Science degree in home economics, a teaching certificate from the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Saskatchewan and, nine honorary degrees.<br /><br /> <strong>Dr. Peter J. Dillon</strong></p><p>Peter Dillon is a Professor in Environmental and Resource Studies and the Department of Chemistry at Trent Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬. Professor Dillon specializes in biogeochemistry of lakes and their catchments. He was the scientific leader of the environmental research and long-term investigations carried out at the Dorset Research Centre in central Ontario for 25 years. He was awarded the Royal Society of Canada&#39;s Miroslaw Romanowski Medal for outstanding contributions to the environmental sciences in 2003 and this year he received the G. Evelyn Hutchinson Award from the American Society of Limnology and Oceanography for his pioneering work on lake eutrophication and acid rain. Peter directs the Water Quality Centre at Trent Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ which is dedicated to the development and application of innovative new techniques for the analysis of organic and inorganic contaminants.<br /><br /> <strong>Dr. Subhasis Ghoshal</strong></p><p>Professor Ghoshal joined McGill in 1997. His expertise is in the area of soil and groundwater contamination by hydrocarbon pollutants. Professor Ghoshal has conducted research on the fate and transport of organic pollutants in subsurface environments, and on the clean-up of sites contaminated by petroleum liquids, coal tars and creosotes. Professor Ghoshal is an Associate Professor in the Department of Civil Engineering, and a William Dawson Scholar at McGill.<br /><br /> <strong>Dr. Andrew D. Miall</strong></p><p>Andrew Miall is a Professor of Geology and holder of the Gordon Stollery Chair in Basin Analysis and Petroleum Geology at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Toronto. He specializes in teaching and research in the study of sedimentary basins. He has broad interests in energy and climate-change issues, and from 1998 to 2008 he taught a popular science-for-non-scientists course at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Toronto entitled &quot;Geology and Public Issues&quot;. Professor Miall was awarded the Past President&#39;s Medal of the Geological Association of Canada in 1983 and became a Distinguished Fellow of that society in 1995. He served as Vice President of the Academy of Science of the Royal Society of Canada (RSC) from 2005 to 2007 and President of the Academy from 2007-2009.<br /><br /> <strong>Dr. Joseph Rasmussen</strong></p><p>Joseph Rasmussen is a professor of biological sciences at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge and a Canada Research Council Chair in Aquatic Ecosystems. Professor Rasmussen&#39;s research has made a significant contribution to the development of tracer approaches that are used to model energy flow in aquatic food webs. His research has provided fresh insights and technical inroads into important ecological problems such as the biomagnification of persistent contaminants and the impacts of heavy metals on environmental quality. He is also a regular contributor to the Canadian Conference for Fisheries Research (CCFFR) and the Canadian Society of Limnologists (CSL), is an Associate Editor for the Journal of Animal Ecology, and serves as the chair of the Ecology, Evolution and Ethology section of the Canadian Society of Zoologists. Dr. Rasmussen was the recipient of the Frank H. Rigler award from the Society of Canadian Limnologists in 2010.<br /><br /> <strong>Dr. John P. Smol</strong></p><p>John Smol is a professor in the Department of Biology at Queen&#39;s Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ where he is also holder of the Canada Research Chair in Environmental Change. Professor Smol has been presented with numerous research and teaching awards, including the NSERC Gerhard Herzberg Gold Medal, Canada&#39;s top scientific prize, in 2004. His award winning research in the fields of limnology and environmental change has addressed impacts of acid rain, nutrients and climate warming on aquatic systems. M. Smol is the founding editor of the Journal of Paleolimnology and is currently editor-in-chief of the journal Environmental Reviews. M. Smol co-directs the Paleoecological Environmental Assessment and Research Laboratory at Queen&#39;s Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬, a group of about 30 paleolimnologists working throughout the world on a Throughout the 2001 mayoralty campaign I had promoted the concept of a community-driven economic development model. Bill and several of his friends made it clear that it was not only a good idea, it was one they expected me to implement forthwith. And with Bill's guidance and support, Economic Development Lethbridge moved from vision to reality.</p> <p>I was deeply moved at the time that a U of L president should be so engaged in his community. As I was to learn, this was just the first of a series of partnerships between the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ and the city that Bill had a hand in creating.</p> <p>What kind of president has Bill been? Energetic, charismatic, passionate, considerate and above all, focused on the needs of students. Bill and Elsa have played important parts in the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge story over the last 10 years, but they have also earned the respect and love of people they have come in contact with throughout the community. He can walk into a room and address each person by their correct name, and if he is meeting you for the first time, you can bet he will remember it the next time you meet. I was on a shoot at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ Theatre and Bill walked by and said, "Hi, Dory&hellip;Hi, Ted!" Ted, our cameraperson, was completely floored that Bill would remember his name! That is a real gift!</p> <p><strong>Dory Rossiter</strong><br> CTV Lethbridge; former U of L Senate member</p> <p>I have many reasons to thank Bill Cade, but the one that has meant the most to me is the interest and support he has shown for my mother and her work over the years. My mother is the Yiddish-language writer Chava Rosenfarb. Yiddish and the rich literature and culture associated with it are little known in Alberta. This is not surprising since the language itself is dying, a victim of the Holocaust. Today, there are few speakers and fewer readers. To have someone promote and encourage the work of a Yiddish writer the way Bill has done is truly remarkable and truly praiseworthy. To date, the U of L is the only university in Canada to have given an honorary degree to a Yiddish writer, despite the fact that Canada has been host to a vibrant Yiddish culture for more than a hundred years. I have no words to express how very moving this is to me and how grateful I am.</p> <p><strong>Dr. Goldie Morgentaler</strong><br> Professor, Department of English</p> <p>Bill's attribute of treating everybody with respect has endeared him to friends and business associates alike. Roast beef was served along with a side of horseradish. A dish of horseradish was placed with the starting salad at every seat during the meal. Bill is very charismatic and of course was the focus of our luncheon. As we started the meal, he picked up his dish of horseradish and poured it all over his salad (thinking it was salad dressing). Before we knew it, every visitor from China was doing the same! In the following moments, everyone was digging into their salads and not understanding our instructions of "it's for the beef." When I found out that Dr. Bill Cade was a fellow Longhorn (we're both graduates of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Texas at Austin) I gave him a call to find out his perspective on Lethbridge as well as his impression of the relationship between the U of L and Lethbridge College.</p> <p>I remember I was between flights and Bill spent 30 or 40 minutes with me on the phone, answering my questions and providing his insights. He also directed me to a U of L student who had transferred over from the College who was very helpful in providing further information.</p> <p>I have very much enjoyed working with Bill. . . He is a colleague and a friend. I hope we'll still have a chance to catch up as he continues with his teaching and research at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬. He's equal parts academic, administrator, scientist and statesman. And he can express his passion in each of those roles in a way that everyone can understand, appreciate and share. The View is located at 110 Scenic Drive North.<br> <br> Cade was appointed President and Vice-Chancellor of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge in July 2000. Currently finishing his second five-year term, he is a zoologist and entomologist by profession and holds degrees (BA, MA and PhD) from The Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Texas at Austin. A professor of biological sciences, his primary research interests lie in the areas of evolution of insect behaviour, biogeography and biosystematics of African Orthoptera. He is a native of San Antonio, Texas, and immigrated to Canada in 1977.<br> <br> <strong> Sex on Six Legs abstract: </strong><br> There are between 20 and 30 million species of insects &ndash; making Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge President Dr. Bill Cade</strong></em><br> <br> Budget Update and Salary Discussions<br> <strong>January 12, 2010</strong><br> <br> Welcome to the New Year and a new semester! I hope the Christmas break provided you with an opportunity to relax and recharge yourself and to connect with family and friends.<br> <br> I know that these are nervous times within our institution and so this letter is intended to provide you with a clear picture of what I know with respect to our budgetary situation.<br> <br> While there is still no new communication from the Government of Alberta regarding the level of base operating grant our Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ is likely to receive, there have been discussions with employee group executive committees that we would like to communicate to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ community.<br> <br> In my letter to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ on December 9, 2009, I mentioned that there were ongoing conversations with employee groups to discuss options that would produce some flexibility within our financial picture. At that time I had mentioned the leadership shown by the members of senior administration (President, Vice-Presidents, Associate Vice-Presidents, Executive Directors, Deans, and Associate Deans) who had agreed to accept a 0 % salary increase (0 % cost of living adjustment (COLA) and 0 % merit &amp; career progress increments) for the 2010-2011 year.<br> <br> To date we have also been in discussions with the APO Executive, Exempt Support Staff and the AUPE Executive Committees to discuss the possibility of a salary freeze to assist with the budget shortfalls. Exempt Support Staff have, in principle with conditions, accepted a salary freeze for July 1, 2010-2011 compensation year (0% to COLA and 0% Merit) and discussions are ongoing with the APO and AUPE employee groups. I greatly appreciate the willingness of those employee groups to explore the possibility of a salary freeze as I know how difficult this will be in the current economic environment.<br> <br> As we move forward I want to highlight the guiding principles the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ has been following while working with the various employee groups:<br> <br> 1. Every attempt must be made to try and avoid involuntary lay-offs which obviously have a dramatic impact on the individuals laid off, and their families, but also to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ as a whole.<br> <br> 2. In exchange for an agreement to freeze salaries the parties agree on a set of conditions in which there is an assurance, or guarantee, of no involuntary layoffs.<br> <br> 3. The agreements have been proposed on the assumption of a 0% change to the provincial operating grant.<br> <br> 4. Finally, every effort would be made to minimize the impact on the current compensation structure for the upcoming budget year and beyond.<br> <br> I would also like to thank the members of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ Budget Committee for their continued discussions and deliberations in formulating the operating budget. The Budget Committee has reviewed and listened to all the budget unit presentations and is now taking this information and putting together the budget for recommendation to the Board of Governors. It is hoped that we will soon hear from the Provincial Government on what our operating grant will be for 2010-11 so that we can make informed budget decisions.<br> <br> Our 2009-2013 Strategic Plan is leading us forward and as it states, we value the efforts of our staff and encourage dialogue and discussions in order to achieve our strategic priorities.<br> <br> Our Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ is a strong community and we will use this strength and commitment to move us through these more than challenging times. been! Our 40th anniversary year was filled with plenty of excitement, but I can honestly say our 41st year is proving to be truly transformational.<br> We continue to build a comprehensive institution by expanding our horizons into the world of graduate studies while maintaining our tradition in undergraduate education. This year, 8,000 students from around the world call our campuses in Lethbridge, Calgary and Edmonton home. Our student body has grown by 50 per cent in the last 10 years, phenomenal growth among post-secondary institutions in Canada. Despite this growth, we have remained true to who we are ­­– student-focused, research-intensive and grounded in liberal education. Our graduates face the world with confidence – not only in their educations, but in their abilities to succeed in their careers.<br> The Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge is built on a commitment to the individual student and to providing each student with the most vital and engaging learning environment in the country. We are a university that sees teaching as a core activity and a university that has developed a reputation as a major research institution. In what is being called the biggest research hire for a university in Canada, this fall, Dr. Bruce McNaughton joined our Canadian Centre for Behavioural Neuroscience team as the inaugural Alberta Heritage Foundation for Medical Research (AHFMR) Polaris Award recipient. The award is a 10-year, $10 million research grant that will ultimately result in $20 million through matching funding.<br> Our centres of research excellence provide opportunities for both undergraduate and graduate students that are second to none. New facilities, such as the Alberta Water and Environmental Science Building and the future Markin Hall, will create additional research space and accommodate future student needs. Over the last two years, we have had $147 million worth of new construction on campus. To date, five projects are complete and two more are under construction and set to open in 2009/2010. A key part of the U of L's campus infrastructure, our signature Arthur Erickson building, Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ Hall, is also being preserved through an $18.5 million renovation investment.<br> I am also pleased to report that we set out to raise $20 million from the community through our Legacy of Leadership Campaign and we actually raised $35 million, an achievement made possible in part through the support of the Government of Alberta's Access to the Future Fund. The largest percentage of the money raised went directly to establishing scholarships and bursaries for our students. I want to thank alumnus Dan Laplante (BMgt '88) for serving as Chair of the campaign – he did an outstanding job of motivating support and we sincerely appreciate the enthusiasm he brought to the campaign.<br> And last, but definitely not least, I would like to highlight two U of L students who shone brightly on national and international stages this year. Theo Tams, a music and psychology student, won the Canadian Idol competition, and hammer thrower Jim Steacy competed for Canada at the Beijing Olympics.<br> So why rethink?
