U of L dots honouree list for ASTech awards

The ��Ѹ��Դ��߿�Ƭ of Lethbridge will be well-represented at the 2013 ASTech Awards Gala later this fall.

Today, the ASTech Foundation announced the 23 honourees of the 2013 ASTech Awards and three are associated with the U of L. Drs. Igor Kovalchuk and David Naylor were both recognized, as was the Canada-Wide Science Fair team.

These highly-respected individuals, companies and teams make up an elite group of leaders who are paving the way for future innovation and technology in 13 ASTech Award categories. The honourees will be recognized for their contributions at the 2013 ASTech Awards Gala on Oct. 25, 2013.

Naylor (physics and astronomy, Board of Governors Research Chair) and a team of researchers led Canada's contribution to the Herschel Space project on behalf of the Canadian Space Agency, developing the Herschel Space Telescope's Spectral and Photometric Imaging Receiver (SPIRE) instrument. They were recently awarded the prestigious 2013 Sir Arthur Clarke Award for academic study and research.

Naylor was nominated in the Outstanding Leadership in Alberta Science award classification.

Kovalchuk (biological sciences, Board of Governors Research Chair) heads the Plant Biotechnology Laboratory on campus, investigating epigenetic and genetic regulation of plant genome stability under normal and stressful conditions. Operating under an Alberta Agriculture Research Institute Grant (2009-2013), the lab's research is aimed at analyzing the mechanisms of plant adaptation to stress, including plant DNA repair mechanisms. His activity in the area of plant transgenesis has afforded him a strategic alliance with API Labs Inc., a Canadian biotech company that seeks to develop a market for a high thebaine poppy industry in Canada.

Kovalchuk was nominated in the Innovation in Agricultural Science award category.

The 52nd Annual Canada-Wide Science Fair was hosted by the ��Ѹ��Դ��߿�Ƭ of Lethbridge, May 11-18, 2013, and welcomed more than 1,100 students, chaperones, judges, sponsors and dignitaries to campus. An unmitigated success, the CWSF energized both southern Alberta and Alberta as a whole as the country's top young scientific minds presented to a distinguished group of adjudicators.

The Canada-Wide Science Fair Host committee was nominated in the Excellence in Science and Technology Public Awareness award category.

The theme of this year's ASTech Awards Gala is "Shaping the Future" and will showcase the significant impact each of the honourees has in the development of innovation in Alberta. Representing a broad range of industries including energy, environment, agriculture and information technology, and covering the entire innovation spectrum from research to development to commercialization, the honourees offer an inspiring breadth of fascinating stories of how they are taking innovation to new levels in their respective fields.

For 24 years, the ASTech Foundation has invited members of industry, educational institutions and government agencies to be nominated for the ASTech Awards and only the top candidates are selected as honourees in each category.

Mahon speaks to proposed budget reductions

In addressing the budget reductions imposed on the ��Ѹ��Դ��߿�Ƭ of Lethbridge through the 7.3 per cent reduction in the Campus Alberta Operating Grant, a framework of values was developed to guide the Budget Advisory Committee in developing the 2013/14 ��Ѹ��Դ��߿�Ƭ of Lethbridge consolidated operating budget. The 2013/14 reductions require us to find $11.8 million. Assuming no increases in the Campus Alberta Grant for the following two years as has been suggested by Enterprise and Advanced Education, this number grows to $20 million by 2015/16.

The approach committed to by our community was to, "maintain the forward vision of the ��Ѹ��Դ��߿�Ƭ of Lethbridge" and to not compromise our future through shortsighted reaction. "Our strategic priorities remain priorities independent of the financial challenges our ��Ѹ��Դ��߿�Ƭ encounters. To take us to our desired future the ��Ѹ��Դ��߿�Ƭ will pursue its established strategic directions and identified priorities." The values, which were reaffirmed by both the General Faculties Council and the Board of Governors, are that:

I am committed to the ��Ѹ��Դ��߿�Ƭ quickly achieving as much of the targeted reductions as possible without compromising the long-term prospects of the ��Ѹ��Դ��߿�Ƭ and without making decisions that lack adequate data or debate to support those decisions. While there is much more work yet to complete, the recommendations put forward to date look to achieve a balanced budget by the 2015/16 fiscal year if not sooner. The following outline the initial recommendations of the Budget Advisory Committee to bring forward a ��Ѹ��Դ��߿�Ƭ of Lethbridge 2013/14 consolidated operating budget.

Academic Staff Voluntary Retirement Plan

The Academic Staff Voluntary Retirement Plan was introduced to help address budget issues at the ��Ѹ��Դ��߿�Ƭ at a time when we were anticipating a 2% increase in base grant funding. The plan was voluntary and faculty members were provided a three-year window to transition to retirement. A total of 34 faculty members have decided to participate. For the most part, these faculty members will not be replaced. In the situation where the continuance of a program is predicated on the replacement of a faculty member or where the quality of a program will be severely compromised, the Dean of the Faculty and Provost of the ��Ѹ��Դ��߿�Ƭ will develop a plan for replacing the member.

This program will enable the ��Ѹ��Դ��߿�Ƭ to save approximately $4.2 million by 2015/16.

Ancillary Services

Additional revenue will be provided from Ancillary Services operations to the operating budget of the ��Ѹ��Դ��߿�Ƭ. Currently, Ancillary Services contributes $150,000 per year, in addition to covering all of the expenses associated with their operations. This will rise to $500,000. To support this, Ancillary Services will reduce the contributions it makes to their respective capital reserves and maintenance funds and will explore additional, new revenue opportunities.

Lifecycle Equipment Annual Allocation

Annual funding for the replacement of equipment will be reduced by $1 million on a continuing basis.

Research Enhancement Fund

The Research Enhancement Fund of $300,000 per year will be discontinued. This fund is used differently by each Faculty to enable research initiatives.

Student Administrative Fee

An increased Student Administrative Fee will be assessed. This fee will be used to preserve services offered to students that would otherwise have to be reduced and maintain student-centered projects already in progress as identified in our Comprehensive Institutional Plan (CIP). With the increase in this fee, the ��Ѹ��Դ��߿�Ƭ of Lethbridge Student Administrative Fee will remain the lowest in the Comprehensive Academic Research Institution (CARI) sector. As well, the combined tuition and fees for the ��Ѹ��Դ��߿�Ƭ will still remain the lowest in the province of Alberta among the CARI sector.

International Student Differential Fee

The ��Ѹ��Դ��߿�Ƭ of Lethbridge currently has the lowest differential fee assessed on International Students in the CARI sector. This fee will be increased. With this increase, the ��Ѹ��Դ��߿�Ƭ of Lethbridge will still have the lowest International Student Differential Fee among the CARI sector.

Executive Compensation

Salaries for the President and the four Vice-Presidents of the ��Ѹ��Դ��߿�Ƭ will be frozen at the 2012/13 levels.

Employment Costs

Salary and economic benefits negotiations are on going with the ��Ѹ��Դ��߿�Ƭ of Lethbridge Faculty Association (ULFA). The Alberta Union of Provincial Employees (AUPE) is in the final year of their contract. A commitment has been made that all employment groups will be treated respectfully and fairly through the reduction process. Employment costs and entitlements are subject to negotiation with the relevant bargaining unit and as such, ��Ѹ��Դ��߿�Ƭ Administration will not publicly discuss anything related to the negotiations or suggest anything publicly that would compromise those negotiations.

Infrastructure Maintenance and Renewal

Projects funded from the Infrastructure Maintenance Program (IMP) grant provided to the ��Ѹ��Դ��߿�Ƭ by Enterprise and Advanced Education will continue as planned. All additional infrastructure maintenance and renewal projects that are funded from operating funds have been suspended or cancelled.

Additional Reduction Strategies

The Budget Advisory Committee has struck a number of committees to explore opportunities for reductions, structural change or revenue that will require more time than the current budget process allows for. The committees will present their recommendations to President's Executive by July 31, 2013. The committees will be reviewing communications and marketing, information technology, recruitment, finance, faculty work assignments and Faculty program costs, collaboration with other institutions, and opportunities for new revenue generation.

I am grateful to the members of the ��Ѹ��Դ��߿�Ƭ community who have submitted ideas or suggestions through the online budget feedback forum. Many of those suggestions have been incorporated into the proposed reductions. Others will be addressed by the work of the noted committees.

We are also exploring other opportunities for greater efficiency that could result in reductions that would impact the budget of the ��Ѹ��Դ��߿�Ƭ. These include reducing the number of computer labs on campus, a review of the library acquisition budget, an employee voluntary reduced workload program and increasing fund-raising and sponsorship activities to help offset operating budget support for initiatives that would be attractive to external funders such as scholarships and bursaries.

These recommendations represent the initial work of the Budget Advisory Committee. It is worth noting that there were many ideas vigorously debated that were rejected as it was decided they were not compatible with our values or long-term plans, or they would too severely compromise the student experience or programs of the ��Ѹ��Դ��߿�Ƭ. While these recommendations get us a significant way toward achieving our budget reduction targets, there is still a projected deficit for the 2013/14 year. This deficit will be addressed through the continued work of the Budget Advisory Committee and the committees noted earlier.

The budget reduction recommendations will be reviewed by the Budget Priorities Advisory Committee and ultimately incorporated into the 2013/14 consolidated operating budget of the ��Ѹ��Դ��߿�Ƭ. General Faculties Council (GFC) will review the budget at the May meeting and the budget will then go to the Board of Governors for approval at its May meeting. The budget will be submitted to Enterprise and Advanced Education as part of the CIP that is due by May 31, 2013.

IT Office Suite training available

The ��Ѹ��Դ��߿�Ƭ of Lethbridge continually offers opportunities for personal and professional growth and the Department of Information Technology is getting on board with a series of Microsoft Office Suite sessions in the coming months.

Beginning in February, faculty and staff at the U of L will be eligible to participate in the first of these sessions, Entry Level Excel.

This introductory course will be offered over the course of four weeks, with two-hour sessions each Thursday afternoon from 1:30 to 3:30 p.m. in E640. The first session is Thursday, Feb. 21, followed by sessions on Feb. 28, Mar. 7 and Mar. 14.

"This was something that was consistently identified by our service management tool as a need on campus," says Chris Robinson, manager IT Client Services. "The first session is Entry Level Excel but that should not discourage those who have been using Excel for years because this course is very detailed and can help anyone learn more about the product."

The Excel course is the first of a series of Office Suite courses designed to help faculty and staff get the most out of their office resources. An Outlook Tips and Tricks session is available Mar. 21, followed by three weeks of Entry Level Microsoft Word.

A certified Microsoft Office Suite instructor will teach all sessions.

"We thought it was best to bring somebody in who was well-versed in teaching these products, as opposed to having one of our technicians do the instruction," says Robinson. "We may know the technical aspects of these products very well but we felt it was best to have a teacher conduct the sessions from a less technical point of view."

A new round of courses will begin again in May, including Excel Level 2 and so on.

Only 30 spaces are available per session and it's expected the spots will fill quickly.

O'Shea recognized as trailblazer

Dr. Seamus O'Shea, a ��Ѹ��Դ��߿�Ƭ of Lethbridge Vice–President Academic Emeritus and a well known advocate for province-wide information technology development, is being acknowledged, with colleague and fellow "Cyber Trailblazer" Dr. Brian Unger, for their long-term efforts to support and expand connectivity to the province's networking and computing infrastructure.

The two remarkable digital-era pioneers are being recognized today on the eve of their last board meeting with Cybera, which operates Alberta's Research and Education Network.

Unger, founding president of the organization, is stepping down after 19 years on the board. For six of those years he was also CEO, where he led the development of Alberta's networking and computing infrastructure.

As a computing science professor in the early days of the internet, Unger recognized the specialized needs of researchers working with this new technology.

He was one of the founders of the Western Universities Research Consortium (WURCnet), which became Netera Alliance, and later Cybera.

The organization was tasked with developing Alberta's high-end research networks, enabling access to supercomputers provided by the High Performance Computing Consortia (HPCC), and later by WestGrid, which he also co-founded.

Unger was the founding president of the Alberta Informatics Circle of Research Excellence (iCORE) from 1999-2005. During this period, iCORE invested $43 million in 17 ICT research chairs, supporting over 500 faculty, graduate students and staff.

Through these interrelated projects, he evolved Alberta from a province of remote pockets of academia to a region known for its collaborative, data-intensive research.

Unger received the IWAY "Public Leadership" Award for outstanding contributions to Canada's information society in 2004, and was named a "Canada Pioneer of Computing" at the 2005 IBM CASON conference in Toronto.

Over the same period, O'Shea was leading the IT strategies at the ��Ѹ��Դ��߿�Ƭ of Lethbridge, where he was Vice-President, Academic and Provost.

As chair of Cybera's Board of Directors over the past five years, he has worked to grow the organization to become a regionally and internationally-recognized leader in networking and cloud computing.

O'Shea's work in the early 1990s made the ��Ѹ��Դ��߿�Ƭ of Lethbridge one of the first post-secondary institutions to make broadband widely accessible, giving every desk on campus access to the internet.

He also served as Chair of iCORE from 2006-2010 and, more recently, was co-chair of the team that designed and implemented ApplyAlberta, the province's online post-secondary application system.

"Very few researchers actually know the story of these IT pioneers, and how their everyday tools are the result of decades of commitment. Brian and Seamus have helped build the foundations of e-infrastructure in Alberta, which is among the best in the world," says President and CEO Robin Winsor.

"Through their vision and pathfinding work, they have led the research, computing and networking landscape in this province. In the process, they have ensured that Alberta researchers have the tools and networks to succeed internationally."

Globe report strong for U of L

The 10th Globe and Mail ��Ѹ��Դ��߿�Ƭ Report Card results are out for 2013, and the ��Ѹ��Դ��߿�Ƭ of Lethbridge has maintained or increased its letter grades in a majority of categories.

"This is a good snapshot of how we are doing in terms of our teaching and interaction with students, services to students, facilities and overall student satisfaction," says U of L President Mike Mahon. "The results are on par with other surveys we participate in that measure a variety of performance standards, and it is important for us to have that feedback as we plan for the future."

Mahon says that as the U of L moves into a new strategic planning phase, and undertakes a number of projects that enhance the student experience on campus – including new residences, a proposed science complex, changes to on-campus food services, renovations to buildings, parking lots and new and updated programs/services, knowing what students think is crucial.

"We are working very hard to make the U of L Alberta's Destination ��Ѹ��Դ��߿�Ƭ. We are already attracting more than 70 percent of our student population from outside our community, and we want all our students to have the best possible experience here. Their continued input, through this survey or other surveys we conduct, will help us move the U of L forward in a variety of ways."

The Globe rankings present numerous categories that measure a variety of markers, from student satisfaction to class sizes.

The rankings are derived from a survey that was e-mailed to more than 6,000 full-time U of L undergraduate students. Of that group, more than 500 students (approximately 8 per cent) responded.

Online payment comes to SOS

Other than the birds, there is not much activity on campus at 5 a.m., and yet one ��Ѹ��Դ��߿�Ƭ of Lethbridge faculty or staff member was already making a difference by contributing to Supporting Our Students (SOS). This early morning act of generosity was made possible by the new online payroll deduction form launched last month.

"This is exactly the type of support we wanted to enable," says Jamie Chinn (BSc '03), business systems analyst in information technology services enterprise systems, who was the driving force behind the new form. "We needed to capture the people who are motivated to make a gift but want the process to be simple and immediate."

As an SOS volunteer, Chinn actively promotes the campaign. In talking to faculty and staff across campus, it became clear that the paper form was a problem.

"We wanted to remove that barrier and make it as easy as possible for faculty and staff to make their gift through payroll deduction," says Chinn.

While developing an online form may seem simple, there was a lot of activity behind the scenes. Chinn worked with people in departments across campus, such as Anna Linville in advancement, Joel Makin in financial services and Deb Robb in human resources to make sure that the final product would meet everyone's needs.

"Everyone really came together over this project," says Chinn. "I think that shows the commitment of U of L faculty and staff to our students. We are not only contributing money to a scholarship campaign, we're giving of our time and our expertise to make sure that campaign is successful. It's a strong statement about the community here."

Once a plan was in place, Chinn passed the project off to Darin McGee (BSc '09) and Rahim Kanjiyani to build. The two programmer analysts donated their time on evenings and weekends to complete the project.

"I'm still paying for my own education, so this was a different way for me to get involved and give back," says McGee, who is happy to be able to contribute in a meaningful way.

It is difficult to calculate the total number of hours spent on this project but the trio of volunteers agrees it was more than originally estimated. Despite the challenges, they all see it as time well spent.

"I was happy to pay it forward," says Chinn. "I donate to SOS but one person can only do so much. By making giving that much easier, this tool will hopefully help enhance the culture of support at the U of L and perpetuate faculty and staff giving across campus."

Combined degrees introduced

Three ��Ѹ��Դ��߿�Ƭ of Lethbridge faculties are collaborating on two new, innovative combined degree programs that will bring a management focus to Health Sciences (Public Health) and Fine Arts (New Media).

Open to all current or incoming students beginning in September, 2012 these first-in-Canada degrees are designed to bring the best of all three groups' academic and career-related processes together so students can earn a Bachelor of Management and either a Bachelor of Fine Arts, New Media or a Bachelor of Health Sciences in Public Health.

Graduates would be granted two degrees after meeting the requirements of both programs.

"This is a great example of our faculty members recognizing an opportunity, driven in part by requests from our students, to bring added value to three completely different degree programs," says Dr. Andy Hakin, the U of L's Vice-President, Academic and Provost.

"Cross-campus collaboration happens in many places at the U of L, formally and informally, and these new combined degrees show the type of creativity, innovation and co-operation that helps our students achieve their full potential. I commend the Management, Fine Arts and Health Sciences teams that put these programs together."

Co-operative and applied study opportunities are available in all three faculties so students can further enhance their skills and work experiences in Canada or internationally.

As well, merit-based and entrance scholarships are available in Management, Public Health and Fine Arts.

For Dr. Bob Ellis, the Dean of the Faculty of Management, the chance to work with his colleagues in two different degree streams was an opportunity that further reinforces his interest in collaboration.

"We have excellent programs in our respective Faculties, and graduates of these dual degree programs will possess exceptional knowledge and skills that employers will seek out," says Ellis.

FINE ARTS/MANAGEMENT

The dual Fine Arts/Management degrees combine new media, film and video production, art, drama, and music with marketing, information technology, and management practice.

"The B.F.A. (New Media)/B.Mgt. combined degrees makes graduates even more competitive in the marketplace, giving them skills in interactive technologies, marketing in digital media and social networking sites, as well as business and people management," says Dr. Desmond Rochfort, the Dean of the Faculty of Fine Arts.

"This unique combination of business and new media expertise opens up more professional opportunities for our fine arts students, and also for those management students who are looking to add the creativity of new media to their degrees."

HEALTH SCIENCES/MANAGEMENT

The combined Public Health/Management degree will see students taking courses in ethics, psychology, ecology of health and disease, human geography and addictions, combined with finance, organizational behavior, global management and labour relations, among other courses.

"Given that policy and administration are key streams of Public Health, an option to combine the B.H.Sc. (Public Health) degree with a Management degree provides an excellent opportunity for students to gain knowledge in both areas," says Dr. Christopher Hosgood, the Dean of the Faculty of Health Sciences.

"By focusing the skills of management in the field of public health, graduates will be able to seek opportunities in administrative positions in a variety of areas of public health practice. Our program is developing a good track record of placing students with employers upon graduation, in public, private, and not-for-profit sectors that require specialists in public health who know how to manage people and resources and understand strategic and policy issues."

Identifying a student need

Tom Doyle knows that being a student isn't easy.

"As a student I worked at least 32 hours per week while taking four to five courses," says Doyle, who is both a staff member and alumnus of the ��Ѹ��Դ��߿�Ƭ of Lethbridge. "It was challenging and kept me busy, but it also forced me to be very responsible with my time."

Tom Doyle (BSC '93) understands the challenges students face when trying to balance studies with work.

Doyle persevered, was able to balance his work schedule with his academic responsibilities and earned a bachelor of science degree in 1993. He's now the ��Ѹ��Դ��߿�Ƭ's manager of enterprise systems for Information Technology.

"Although I left the U of L for awhile, I always had an affinity for the ��Ѹ��Դ��߿�Ƭ," he says. "I was happy to come back to work here in 1996 and I have been here ever since."

When Doyle looks around campus today, he understands that many students face the same challenges he did.

"I can empathize with those students who are driven and motivated but struggling financially," he says. "I know what that is like, and I am passionate about supporting students in those situations."

Supporting Our Students (SOS), an annual campaign aimed toward faculty and staff, allows Doyle to help those students. As co-chair of this year's campaign, Doyle sees an opportunity for faculty and staff to come together to contribute to the success of students, which in turn benefits the ��Ѹ��Դ��߿�Ƭ as a whole.

"Strong student enrolment and participation are important, and having scholarships and bursaries available to them helps to support that," he says. "I am proud to be a part of a core group that is committed to the success of the ��Ѹ��Դ��߿�Ƭ and its students."

Doyle readily accepted the responsibility of being a campaign co-chair because he believes in the supportive atmosphere that SOS fosters.

"This campaign demonstrates that staff and faculty members are not just doing a job, but that they are truly engaged with and supportive of the students that come here," he says.

For Doyle, this campaign is about more than financial contributions.

"It's not just about the money, it's about the real difference that even a nominal gift can make in the life of a student," he says. "If you care about this campus and believe that education makes a difference, then supporting our students is one of the best things you can do."

A paperless solution

Imagine a tower of completely full binders more than 34 feet tall, or a large stack of photocopy paper packages greater than 19 feet tall.

That's a lot of paper (from a lot of trees), and the approximate amount of printed material required in a typical year to support the ��Ѹ��Դ��߿�Ƭ of Lethbridge Board of Governors in their decision-making processes.

In mid-November, however, the Board literally stopped the presses on printing hard copies of their materials (other than a set or two for document retention and archival purposes), and has migrated to an iPad-based paperless system.

Graduate Students' Association President Paul Walz and the rest of the U of L's Board of Governors has adapted well to the iPAD changeover. The paperless approach is expected to save both money and resources.

"We are incorporating sustainability and a more efficient use of resources into our operating model, just as other areas of campus are doing," says Jodie Black, the Board secretariat and person responsible for managing the Board's information flow.

"We conducted a complete analysis of our past practices, future needs, efficiency and cost effectiveness. The decision to go paperless was an obvious and sensible choice."

Black says that in addition to cost savings, the flexibility and quick process of information sharing with the new iPADs is becoming very handy.

"There is less paper to manage, we have less paper to worry about shipping, and I can easily get information in front of people very quickly," she says. "As an example, we were able to deliver a 40-page, last-minute agenda item immediately to our Board shared drive, versus printing off copies for everyone."

Board information packages are now available on a shared drive rather than printed, mailed and/or couriered. Over time, the previous folders and binders full of information used by most Board members would get cumbersome, while the iPad continues to take up the same amount of space, regardless of how much information it stores.

Black says the cost of the transition is being amortized over two years.

"The price of the initial iPad purchases will be recouped due to cost savings in printing and distribution."

The big switch happened last month, and for the Board's first paperless meeting, members of the Information Technology team were on hand to make sure everything ran smoothly.

"Our IT group has been extremely helpful with the process, the transition and for the occasional challenges we've encountered," says Black. "We are also tracking how this works over time, so that other units on campus can take advantage of going paperless if they choose to do so."

Currently, Athabasca ��Ѹ��Դ��߿�Ƭ uses a paperless system for their board of governors, and Black says that other institutions are watching the U of L's progress with interest as they research their own options.

"I am also willing to meet with any other business unit or group on campus looking to go paperless," says Black. "We're looking to lead by example, and also to have what the Board does to support sustainability be a part of our regular business practices."
