UNews - Alberta government /unews/organization/alberta-government en Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge Board of Governors passes balanced 2014/2015 budget /unews/article/university-lethbridge-board-governors-passes-balanced-20142015-budget <div class="field field-name-body field-type-text-with-summary field-label-hidden"> <div class="field-items"> <div class="field-item even" property="rnews:articlebody schema:articleBody"> <p>The Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge Board of Governors has passed a balanced operating budget for the 2014/15 fiscal year.</p><p>&ldquo;The $162-million operating budget is supportive of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬&rsquo;s recently completed strategic plan and reflects the values of our university,&rdquo; says the Chair of the U of L Board of Governors, Gord Jong. &ldquo;The U of L has experienced a challenging financial landscape in the past couple of years, and we expect to face more challenging years in the future. This balanced budget is important in allowing the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ to focus on the future.&rdquo;</p><p>&ldquo;I am very encouraged by the budget that was passed today,&rdquo; says U of L President and Vice-Chancellor Dr. Mike Mahon. &ldquo;Funding was allocated to support quality academic programs, student experience, support for research and community connectedness. Receipt of new Government of Alberta funding to increase enrolment in targeted areas also provides the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ with some capacity to implement some strategic programs.&quot;</p><p>The approval of the budget by the U of L Board of Governors completes a lengthy process that included developing a framework of values to guide our budget decisions and the implementation of a new operating budget allocation model. All budget decisions were done with extensive consultation with the Strategic Planning Committee, budget advisory committees, senior administration, deans and executive directors. The General Faculties Council (GFC) also reviewed the budget model and the proposed budget at its April meeting.</p><p>Budget 2014/15 highlights</p><p>The 2013-14 budget saw a significant decrease (4.85%) in the Campus Alberta Operating grant received by the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge. Some budget controlling efforts put into place during 2013 were the offering of an Academic Staff Voluntary Retirement program and a hiring restriction on vacant positions. This year&#39;s balanced budget lifts the hiring restriction that has been in place since September 2013, which will allow the replacement of essential positions. Approximately half of the retirement academic positions will be replaced to allow some return to normal operations and the level of support for students that we have prided ourselves.</p><p>The operating grant provided by Innovation and Advanced Education will increase by 1.62%, comprised of 0% base operating grant increase plus $1.5 million in targeted enrolment funding.</p><p>Tuition fees, Institute for Sustainable Environments (WISE) that could shape how the province manages its water sources is being given a $1 million boost by the Alberta government.<br> <br> Alberta Innovates &ndash; Energy and Environment Solutions is contributing $1 million toward a proposed $2.5 million project that will take place over the next three years.<br> <br> Functional Flows, headed by principal researcher Dr. Stewart Rood of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s Department of Biological Sciences, will attempt to answer the question of how much water needs to be left in our rivers to sustain healthy aquatic and riparian ecosystems, all the while developing strategies to provide sufficient water to support growing human populations and industrial expansion.<br> <br> "It is critical for the environmental health of our aquatic ecosystems that we understand the ecological impacts from river damming and water diversions," says Rood.<br> <br> "Further, we need to create and implement strategies for environmental flow regimes that will ensure that our rivers continue to sustain high water quality, as well as the fish and floodplain forests that we value."<br> <br> Alberta's rivers deliver mountain snow-melt and rainfall to the drier regions of the prairie and parkland zones, where most Albertans live and work.<br> <br> Water is trapped by dams and reservoirs and diverted off-stream for agricultural irrigation, municipal and domestic use and industrial purposes.<br> <br> As the human population grows and industrial expansion continues, the demand for Alberta's surface water will progressively increase.<br> <br> Rood and his team support the notion of working rivers, whereby river regulation and water withdrawal continues, but in a strategic manner that both sustains environmental health and supports socio-economic uses.<br> <br> Rood contends that deliberately artificial flow patterns can optimize water for environmental survival during low flow years, and capitalize on the opportunities provided in high flow years to rejuvenate the fish and floodplain forest ecosystems.<br> <br> "One of the significant challenges identified in Alberta's Water for Life strategy is meeting the needs of healthy aquatic ecosystems. The work being undertaken by Dr. Rood and his team provides a scientific and evidence-based approach to improving environmental performance, even in Alberta's highly allocated river systems," says David Hill, director of Centres and Institutes and Research Advocacy at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge.<br> <br> "This approach allows stakeholders and water managers to directly participate in building and improving environmental resilience through specific water management opportunities. The understanding gained through this research will be a critical component in ongoing integrated watershed management decision-making."<br> <br> The research activities associated with Functional Flows involve substantial student training, contributing towards the next generation of environmental scientists and natural resource managers for Alberta and Canada. discusses latest details</em><br> <br> On March 7, 2013, the Alberta government released the 2013/2014 budget for the Province of Alberta. As indicated in my initial message, the Campus Alberta Operating Grant for the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge will be reduced by 7.3% in 2013/2014. Since that time, Senior Administration has had the opportunity to have additional conversations with the Ministry of Enterprise and Advanced Education and have learned the following additional details.<br> <br> <strong>Campus Alberta Operating Grant</strong> &ndash; The Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge will receive a Campus Alberta Operating grant of $92,072,000 &ndash; a 7.3% decrease from last year. This reduction translates into reducing the operating budget by approximately $11.9 million in 2013/2014.<br> <br> The 7.3% decrease is consistent with some, though not all; of the Campus Alberta Operating Grant reductions that other Alberta post-secondary institutions were assessed. The Comprehensive Academic and Research Institutions all received a cut in the range of 7.2%-7.3%.<br> <br> In the 2012/13 Alberta budget, post-secondary institutions were informed by the government that there would be three years of stable funding with a 2% increase in the operating grant per year. While the economic climate suggested that the planned 2% was in jeopardy, there was no indication or warning from the Ministry of Enterprise and Advanced Education, or elected officials, that a cut of this significance was planned or forthcoming. Even with a 2% increase in the operating grant the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ would have been looking to decrease its overall budget expenditures by $2.6 million in order to produce a balanced budget.<br> <br> <strong>Infrastructure Maintenance Program</strong> &ndash; Last year, the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ had its Infrastructure Maintenance Program funding cut by 50% from $3,646,729 to $1,823,365. The 2013/14 Alberta Budget reduced this grant a further 2.3 % to $1,782,000.<br> <br> These funds are restricted grants for use only in the maintenance and replacement of Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ infrastructure. These funds cannot be used for operating expenses or to offset the operating budget deficit. Ongoing infrastructure renewal projects and projects slated to commence during the spring and summer of 2013 are enabled through this dedicated grant. More information on these planned projects as well as the source of funds for the projects will be released in a subsequent communication.<br> <br> <strong>Campus Alberta Innovation Program (CAIP) Chairs</strong> &ndash; The Government of Alberta is maintaining its commitment to the CAIP Chair program. The U of L has hired two CAIP Chairs to date and will continue the process to fill the additional chairs. Also, the U of L will look to fill its allocated health-related chairs through a similar Alberta Innovates - Health Solutions Chairs program.<br> <br> <strong>Letters of Expectation</strong> &ndash; There has been much media and public speculation about the introduction of letters of expectation ("Mandate Letters") directed to each institution in Alberta. Through our discussion with the Assistant Deputy Minister, we have been informed that our approved government mandate will not be changed. We have been told that the letter will include expectations pertaining to learner pathways, working with government, industry and system partners, fiscal responsibility, and research and entrepreneurship directions.<br> <br> While the details of this letter are not yet fully understood, the Assistant Deputy Minister has assured us that the letter will be received in draft form and that we will be consulted before the letter is finalized. I will be attending a meeting on April 12 with the Ministry, along with the other Alberta post-secondary Presidents, to discuss our letters of expectation and to gain further details of the budget.<br> <br> Other items in the provincial budget that will be of direct impact on the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ community are:<br> <br> <strong>Student Aid</strong> - The Alberta budget outlines $211 million for the Student Aid programs in 2013‑14. This budget includes:</p> <ul><br> <li>$71 million for merit‑based scholarship awards;</li><br> <li>$59 million for bursaries and grants;</li><br> <li>$42 million for student debt management programs; and</li><br> <li>$11 million for Alberta Centennial Education Savings Plan grants. </li><br> </ul><br> In addition, $425 million in student loans will be disbursed in 2013‑14.<br> <br> <strong>Innovation and Economic Competitiveness</strong> - The budget is $204 million in 2013/14 for economic development, innovation and technology commercialization.<br> <br> I will continue to provide regular updates to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ community as more information becomes available regarding the Letters of Expectation, the impact of the provincial budget on our own operating budget and most importantly on the process we will follow to address these budget reductions. As well, I will schedule a series of open meetings to ensure that everyone at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ has access to the information I have just shared with you. Funding for the management board's work for the remainder of this fiscal year could be up to one million dollars and an estimated $3 - $5 million for next year (2013/14).<br> <br> While the new agency is being established, environmental monitoring in the oil sands region will continue to be led through a joint federal-provincial program announced in February.<br> <br> To date, that program has added new water quality sites on the Athabasca River and Muskeg River system; increased air monitoring by adding more sampling sites; and, improved bio-diversity monitoring to include all oil sands producing areas. class="field-items"> <div class="field-item even" property="rnews:articlebody schema:articleBody"> <p>The 1st Choice Savings Centre for Sport and Wellness has been a welcome modern addition to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s Physical Education building, but not much has changed to the core of the nearly 40-year-old facility. That will change over the summer as the PE building gets a facelift.</p><p>Beginning in early May, the existing mechanical and electrical systems will be upgraded, as well as some much needed renovations to several areas of Levels 0, 1 and 2.</p><p>"It'll be a much more comfortable facility in terms of climate. When complete, the renovations will reflect the Wellness Centre, creating a more cohesive environment.</p><p>"The driver for this project is the mechanical, electrical and infrastructure upgrades, and then we're doing what we can architecturally to make it look as though the Wellness Centre and the PE building were all built at the same time," says Baranec.</p><p>Renovations include new doors and exteriors to the southeast, southwest and northeast entrances, and linear solar tubes, similar to skylights, which will illuminate the main concrete staircase in the PE building.</p><p>"It achieves the same purpose as a skylight except without having to cut too much concrete," says Baranec. "There's going to be a lot of natural daylight."</p><p>The kinesiology research labs on Level 2 will also be updated with new paint, lighting and HVAC (heating, ventilation and air conditioning) systems. Offices on the same level will receive new flooring in addition to the upgrades. Room PE250 will get new windows, and PE275 will see new carpet and millwork. Day-use change rooms on Level 1 will also get an overhaul. The addition of "info walls" which integrate seating and bulletin boards will provide more gathering spaces in the building.</p><p>The majority of the work is expected to be complete before the start of classes in September.</p><p>The project was made possible with a $5.6 million grant from the Alberta government.</p><p><div class="image-caption-container" style="width:350px;"><img src="/unews/sites/default/files/main/articles/wellness-reno-stairs.jpg" alt="Wellness Reno exterior" title="New access points will be created, including ramp access, to the southwest entrance."><div class="image-caption">New access points will be created, including ramp access, to the southwest entrance.</div></div></p><p>The creation of a new <a href="http://www.thisismyu.ca/stories/campus-life/2012/05/sports-medicine-clinic-take-wellness-centre-next-level" rel="nofollow">sports medicine clinic</a> is another construction highlight happening in the Wellness Centre this summer.</p><p>The clinic will be located in the PE100 space below the south end of the running track. Once complete, it will house up to four physicians and associated support staff. The space will feature physiotherapy and exam rooms, treatment areas and doctor's offices.</p><p>Project Manager Gene Lublinkhof says the clinic has always been in the plans for the Centre.</p><p>"There was space allotted for it from day one," he says.</p><p>As with the PE building renovations, the clinic's design will also reflect the rest of the Wellness Centre façade. Science in particular and the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ as a whole is just now in the planning stages and one of the U of L's newest employees, Chris Eagan, is at the forefront.</p><p>The Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s new executive director of Facilities looks at the $255 million project as an opportunity for the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ to take a major step forward, one that will further define the U of L as a leading comprehensive research institution.</p><p><div class="image-caption-container" style="width:500px;"><img src="/unews/sites/default/files/main/articles/eagan.jpg" alt="Chris Eagan" title="Chris Eagan, the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬&amp;#039;s new executive director of Facilities, will play a key role in the development of a complex that could cost more than $255 million and add 300,000 square feet of building space to campus."><div class="image-caption">Chris Eagan, the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬&#039;s new executive director of Facilities, will play a key role in the development of a complex that could cost more than $255 million and add 300,000 square feet of building space to campus.</div></div></p><p>"We're at that natural point where the space that was built in 1969 is ready for renovation," says Eagan. "We've changed as a Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ and the things we're doing now, the old space doesn't fit us well. It is now constraining us fairly significantly and most seriously in the science labs, where safety is a major factor."</p><p>Eagan comes to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ from Lethbridge College, where he spent the last three years. Prior to that, the Nova Scotia-born but Saskatchewan-raised engineer worked six years as the director of planning, design, and construction for the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Regina.</p><p>He sees many similarities between the U of R and the U of L and brings to Lethbridge experience with the construction of Regina's Research and Innovation Centre (RIC).</p><p>"I built one of these facilities at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Regina that's very comparable in terms of scope to what we're planning," he says. "So, to some degree I've taken this journey before but it's always a learning experience. It's a great feeling to have an opportunity to be generally familiar with the process."</p><p>To put the U of L project into context, 300,000 square feet is equivalent to adding two-thirds the size of Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ Hall to campus. And that's just the start.</p><p>"The new construction is just one part of the project," says Eagan. "Part two, or the second domino, is the renovation of the vacated space in UHall and the repopulation of that space. The third domino is the infrastructure required, such as roads, heating plant and all that's needed to keep the campus functioning."</p><p>Eagan loves the complexity of a major development and revels in the responsibility his team has in setting the direction of a project.</p><p>"Winston Churchill used to say that for a short time we shape buildings and for a long time, they shape us," says Eagan.</p><p>"Everybody has lived in a home or office environment that doesn't really work for them. Bad environments make people work harder, not smarter."</p><p>A typical project of this magnitude, Eagan says, lasts 15 years. To get to this point there's been a lot of essential work already done, laying the foundation for where the project is at today, in its first phase of planning. This initiation phase is largely strategic planning work defining what the project needs to do for the institution.</p><p>"It's not super prescriptive at this point and is designed to make sure the project works in terms of schedule, budget and scope," says Eagan, who expects to move onto phase two, predesign feasibility and planning, by February.</p><p>The final piece of the puzzle is implementation, design, tender and construction.</p><p>"We want to make sure that in the first two phases that our needs are well understood, well discussed and well defined because the consultants do an excellent job of translating our needs into the physical spaces and organizing those spaces, that's what architects do well," he says. "They love it when we show up with binders of needs and know what we want, because then they don't have to guess."</p><p>He stresses that the consultation phase will be comprehensive, all in an attempt to construct a complex that will satisfy the needs of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ for years to come.</p><p>"Whatever we don't do we own and fight with for the next 40 years, so that drives us to get it right," he says.</p><p><strong>GET THE FACTS</strong></p><p>&middot; In September 2011, the Alberta government pledged $2.3 million in planning funds for a new complex on the U of L campus<br> <br> &middot; A Town Hall meeting to discuss the progress to date on the initiation phase of the new complex will be held Wednesday, Jan. 18 from 2 to 4 p.m. in C674<br> <br> &middot; A best-case scenario timeline for the project includes starting construction in March 2013 and moving people into the new space by spring 2016<br> <br> &middot; Eagan, who holds a bachelor of engineering (civil) degree from Dalhousie Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬, is married and a father of four children</p><p><em>This story first appeared in the January edition of the Legend.
