Depending on the year, we are ranked fourth or fifth in terms of grain exports to the global food supply,&quot; says principal investigator Dr. Wei Xu, a professor and Chair of the Department of Geography. &quot;Alberta is one of the major players in the game of food trade, so any decline in food production will not only affect our local communities, but also will affect the global food market. In that regard, the sustainability of food production at the local and regional level is very important.&quot;</p><p>Along with Drs. Karl Staenz, Henning Bjornlund, Stefan Kienzle, Craig Coburn, Jinkai Zhang and Z. Zhang, Xu&#39;s team will work for two years under funding from Alberta-based Tecterra, Alberta Agriculture and Rural Development, the National Engineering Research Center for Information Technology in Agriculture, China-based NERCITA and the Agriculture Financial Services Corporation. Tecterra is funding $495,000 of the $885,000 project.</p><p>&quot;We want to start the project here and eventually expand to a global level,&quot; says Xu. &quot;We want to help China, India, maybe African countries, so that they can, in their decision-making processes, adopt this kind of technology to help them assess and plan their crops more effectively.&quot;</p><p>The project is uniquely interdisciplinary and utilizes expertise from across campus. Xu, who classifies himself as a social scientist, has more than a decade of experience in conceptual design and system development for integrated assessments, while Staenz is a world-renowned expert in remote sensing technology. Add in the expertise of both Coburn and J. Zhang in remote sensing system development and design, the software development skills of Z. Zhang, Kienzle&#39;s worldwide experience in hydrological and crop modelling and Bjornlund&#39;s established knowledge in agricultural policy assessment and you have a comprehensive approach to the issue.</p><p>&quot;We really tried to mobilize people from across campus,&quot; says Xu, recognizing the scope of the problem they are tackling. &quot;This project will generate a geomatics solution to the problem of food insecurity that is of global significance.&quot;</p><p>The proposed prototype will fill a significant gap in the assessing and forecasting of food supply at a local and regional scale, offering governments new technology and information that can be utilized in policy development.</p><p>One would think that southern Alberta farmers, having worked the soil for generations, would understand what crops produced the best yields for our area but Xu says that is not necessarily so.</p><p>&quot;Certainly we tend to claim that we know but, for example in 2001-02, when the entire region was severely hit by drought, nobody was expecting that,&quot; he says. &quot;Given the uncertainty in climate, which is possibly getting warmer, the variability in the region, the greater demands on our water supply, the introduction of biofuel production, there are so many more factors at play.</p><p>&quot;Our system will enable Alberta and Chinese governments to better monitor and assess the state of food production and security.&quot;</p><p>The United Nation&#39;s Food and Agriculture Organization has forecasted that an increase in food production of 70 per cent is required to feed the estimated world population of nine billion people in 2050.</p><p>&quot;All these factors make this research very much relevant to our world,&quot; says Xu.</p><p><em>This story first appeared in the December 2012 issue of the Legend. He has researched water policy and management issues in Australia since 1993 and in Canada since 2005. He recently served on the Ministers Advisory Group on Water Allocation and Management in Alberta, and has written widely about water policy and management issues with more than 275 publications and presentations.<br /><br /> <strong>What first piqued your interest in your research discipline?</strong><br /><br /> Prior to starting my first academic degree in 1990, I was the managing director for a company operating tropical plantations in South and Central America, the Caribbean and the South Pacific. As part of this work, I bought properties and negotiated access rights to water to grow bananas, citrus, rice and other tropical crops highly dependent on water.</p><p>While studying for my bachelor&#39;s degree I had to do a third-year research project and chose to concentrate on the impact of water policy on rural land values. This required a careful study of the literature on water markets and water rights. I continued this theme through both my master&#39;s and PhD studies.</p><p><br /><br /><strong><div class="image-caption-container" style="width:500px;"><img alt="Henning" src="/unews/sites/default/files/main/articles/5-questions-bjornlund.jpg" title="Dr. Henning Bjornlund is one of the foremost experts in water policy and management issues."><div class="image-caption">Dr. Henning Bjornlund is one of the foremost experts in water policy and management issues.</div></div>How is your research applicable in &quot;the real world&quot;?</strong><br /><br /> Water is probably the most important and valuable resource in the world. All human activity depends on it in one form or another. It is available in a finite quantity and has a finite ability to assimilate waste. Most human and economic activity in some way impacts on water quality and the availability of water. Human activities have had a serious impact on water bodies and the ecosystems dependent on them. Policy makers around the world are trying to come to terms with how to reverse this trend of environmental degradation, how to continue our human activities while minimizing our impact on the environment, how to use less water and be more efficient, how to produce more from less and how to share our limited resources. All of these issues are central to my research.<br /><br /> <strong>What is the greatest honour you have received in your career?</strong><br /><br /> The greatest honour and privilege that I can receive as an academic is an invitation to contribute to policy making, the development of professional standards or to public debate and awareness. Hence, invitations to serve on entities such as the Ministers Advisory Group on a new Water Management and Allocation framework for Alberta, to produce a policy commentary to contribute to the debate on water management and policy in Alberta, or help write a policy document for the Royal Institute of Chartered Surveyors (RICS) in London on the implications of changing water policies for property professionals are among the greatest honours I have received.<br /><br /> <strong>How important are students to your research endeavours?</strong></p><p>Student participation is an integral part of my research program. I currently have seven PhD students and five master&#39;s students in Canada and Australia working on various issues related to water policy and management. Apart from answering pressing questions about how to resolve the world&#39;s growing water problems, a very important task is the building of human capacity to deal with these issues. Student training in this area is very important.<br /><br /> <strong>If you had unlimited funds, which areas of research would you invest?</strong><br /><br /> How to share limited resources is one of the most challenging issues facing policy makers and water managers. This is a very complicated issue in that those who currently have the right to use water have invested a lot of time and money to be able to do so. Hence, any change in the way water is allocated can potentially have significant socio-economic impact on the current generation of water users, not the least of which are irrigators and the communities that currently depend on water use as the economic engine of their community. If I had unlimited funds I would like to conduct a Canada wide investigation of how people perceive a reallocation should take place, how such perception varies across Canada and what causes the variation. It also identifies and provides recommendations about the role SouthGrow could play in ensuring a sustainable water supply for investment, economic development and the long term vision of this region."<br> <br> The report, entitled "Water for Economic Development in the SouthGrow Region of Alberta" was prepared by Research Associate Lorraine Nicol, Dr. Henning Bjornlund and Dr. Kurt Klein. It highlights unique opportunities as well as significant challenges to managing water issues now, and in the future.<br> <br> The researchers will release and discuss the report in Lethbridge at an information session hosted by SouthGrow that takes place Thursday, Mar. 19, beginning at 11 a.m. at the <a href="http://www.lethbridgelodge.com" rel="nofollow">Lethbridge Lodge Hotel and Conference Centre</a>, 320 Scenic Drive S.<br> <br> The event includes a presentation by the researchers and a moderated discussion period for stakeholders.<br> <br> There are several important constraints to water availability in southern Alberta. statistic: more than 70 per cent of southern Alberta's water consumption is used to irrigate farmers' fields.<br> <br> But even as water issues are coming into the fore, farmers' water choices are still being made independently, as government hasn't stepped in to regulate water use, explains Dr. Kurt Klein, a professor in the U of L's <a href="http://www.uleth.ca/fas/eco" rel="nofollow">Department of Economics</a>. The agricultural economist and former farmer says this might change when water becomes more scarce. There's also a strong need to understand how to balance farmers' business interests with the protection of the resource before tough choices need to be made.<br> <br> Klein has done extensive work on bioproduct-based economies and trade partnerships. In 2003, he earned one of the largest <a href="http://www.sshrc.ca/" rel="nofollow">Social Sciences and Humanities Research Council</a> (SSHRC) grants in the U of L's history ($650,000). In recent years, he's turned his attention to water issues and says understanding the economy of water is crucial to planning for the future.<br> <br> Unlike countries such as Australia and the United States, there's been little research done in Canada on how to use economic instruments (like subsidies and taxes) to motivate farmers to use water in more efficient ways, without harming their ability to make a living. Because agricultural enterprises have such a narrow profit margin and are susceptible to both environmental and market changes, it's crucial to make well-informed policy decisions.<br> <br> "At the heart of this is the profitability of agriculture," says Klein.<br> <br> Dr. Klein and his colleagues, Drs. Henning Bjornlund and Ruth Grant Kalischuk, are working to fill this gap in the literature. They're contributing to a study examining some of the sociological factors underlying how water is used on livestock farms in southern Alberta.<br> <br> Bjornlund, a professor in the U of L's Department of Economics and a Canada Research Chair (Water and the Economy - International), has done extensive work on water management both in Australia and Alberta. Much of his recent work has focused on the Government of Alberta's new <a href="http://www.waterforlife.alberta.ca/" rel="nofollow">Water for Life</a> strategy, which seeks to strike a better balance between environmental and human needs.<br> <br> He explains that this study of livestock farmers, which began in 2006, explores the environmental and public health issues associated with water use on farms, how farmers decide to allocate water and deal with wastewater issues, and how surrounding communities perceive livestock operations.<br> <br> Bjornlund and his associates are collecting data via surveys and focus groups with farming families and residents in surrounding communities. So far, data reveals that farming families are quite concerned about the operations' impact on human health.<br> <br> This doesn't come as a surprise to Grant Kalischuk, who is a nurse researcher within the <a href="http://www.uleth.ca/healthsciences/" rel="nofollow">School of Health Sciences</a>.<br> <br> "They were aware of the impacts of the huge farming industry in Alberta and realized that there's a huge runoff from manure and urine," she explains, adding that most people surveyed feel that the livestock industry is generally associated with the degradation of the area's water supplies.<br> <br> Grant Kalischuk says the solutions to health-related water issues require understanding the viewpoints of an entire community.<br> <br> This research program provides one example of the multidisciplinary research currently taking place at the 免费福利资源在线看片 of Lethbridge.
