Food security concerns spawn project

Where is your next meal coming from?

Thankfully, the majority of southern Albertans are secure in the notion that there will be an adequate food supply available to fill their plates.

Such is not the case worldwide, and in fact by the end of 2011, it was estimated that one billion people in developing countries did not have enough food to meet their basic nutritional needs.

With food security one of the most pressing issues facing humankind, ��Ѹ��Դ��߿�Ƭ of Lethbridge researchers are embarking on a project that will develop a prototype system using geomatics information technologies, in combination with crop growth and socio-economic modelling to better monitor and forecast food security at local and regional levels.

"Alberta, really Canada in general, is a very important player in the world food market. Depending on the year, we are ranked fourth or fifth in terms of grain exports to the global food supply," says principal investigator Dr. Wei Xu, a professor and Chair of the Department of Geography. "Alberta is one of the major players in the game of food trade, so any decline in food production will not only affect our local communities, but also will affect the global food market. In that regard, the sustainability of food production at the local and regional level is very important."

Along with Drs. Karl Staenz, Henning Bjornlund, Stefan Kienzle, Craig Coburn, Jinkai Zhang and Z. Zhang, Xu's team will work for two years under funding from Alberta-based Tecterra, Alberta Agriculture and Rural Development, the National Engineering Research Center for Information Technology in Agriculture, China-based NERCITA and the Agriculture Financial Services Corporation. Tecterra is funding $495,000 of the $885,000 project.

"We want to start the project here and eventually expand to a global level," says Xu. "We want to help China, India, maybe African countries, so that they can, in their decision-making processes, adopt this kind of technology to help them assess and plan their crops more effectively."

The project is uniquely interdisciplinary and utilizes expertise from across campus. Xu, who classifies himself as a social scientist, has more than a decade of experience in conceptual design and system development for integrated assessments, while Staenz is a world-renowned expert in remote sensing technology. Add in the expertise of both Coburn and J. Zhang in remote sensing system development and design, the software development skills of Z. Zhang, Kienzle's worldwide experience in hydrological and crop modelling and Bjornlund's established knowledge in agricultural policy assessment and you have a comprehensive approach to the issue.

"We really tried to mobilize people from across campus," says Xu, recognizing the scope of the problem they are tackling. "This project will generate a geomatics solution to the problem of food insecurity that is of global significance."

The proposed prototype will fill a significant gap in the assessing and forecasting of food supply at a local and regional scale, offering governments new technology and information that can be utilized in policy development.

One would think that southern Alberta farmers, having worked the soil for generations, would understand what crops produced the best yields for our area but Xu says that is not necessarily so.

"Certainly we tend to claim that we know but, for example in 2001-02, when the entire region was severely hit by drought, nobody was expecting that," he says. "Given the uncertainty in climate, which is possibly getting warmer, the variability in the region, the greater demands on our water supply, the introduction of biofuel production, there are so many more factors at play.

"Our system will enable Alberta and Chinese governments to better monitor and assess the state of food production and security."

The United Nation's Food and Agriculture Organization has forecasted that an increase in food production of 70 per cent is required to feed the estimated world population of nine billion people in 2050.

"All these factors make this research very much relevant to our world," says Xu.

5 Questions With Dr. Henning Bjornlund

Dr. Henning Bjornlund is a Canada Research Chair in Water Policy and Management at the ��Ѹ��Դ��߿�Ƭ of Lethbridge and a professor at the ��Ѹ��Դ��߿�Ƭ of South Australia. He has researched water policy and management issues in Australia since 1993 and in Canada since 2005. He recently served on the Ministers Advisory Group on Water Allocation and Management in Alberta, and has written widely about water policy and management issues with more than 275 publications and presentations.

What first piqued your interest in your research discipline?

Prior to starting my first academic degree in 1990, I was the managing director for a company operating tropical plantations in South and Central America, the Caribbean and the South Pacific. As part of this work, I bought properties and negotiated access rights to water to grow bananas, citrus, rice and other tropical crops highly dependent on water.

While studying for my bachelor's degree I had to do a third-year research project and chose to concentrate on the impact of water policy on rural land values. This required a careful study of the literature on water markets and water rights. I continued this theme through both my master's and PhD studies.

Dr. Henning Bjornlund is one of the foremost experts in water policy and management issues.

How is your research applicable in "the real world"?

Water is probably the most important and valuable resource in the world. All human activity depends on it in one form or another. It is available in a finite quantity and has a finite ability to assimilate waste. Most human and economic activity in some way impacts on water quality and the availability of water. Human activities have had a serious impact on water bodies and the ecosystems dependent on them. Policy makers around the world are trying to come to terms with how to reverse this trend of environmental degradation, how to continue our human activities while minimizing our impact on the environment, how to use less water and be more efficient, how to produce more from less and how to share our limited resources. All of these issues are central to my research.

What is the greatest honour you have received in your career?

The greatest honour and privilege that I can receive as an academic is an invitation to contribute to policy making, the development of professional standards or to public debate and awareness. Hence, invitations to serve on entities such as the Ministers Advisory Group on a new Water Management and Allocation framework for Alberta, to produce a policy commentary to contribute to the debate on water management and policy in Alberta, or help write a policy document for the Royal Institute of Chartered Surveyors (RICS) in London on the implications of changing water policies for property professionals are among the greatest honours I have received.

How important are students to your research endeavours?

Student participation is an integral part of my research program. I currently have seven PhD students and five master's students in Canada and Australia working on various issues related to water policy and management. Apart from answering pressing questions about how to resolve the world's growing water problems, a very important task is the building of human capacity to deal with these issues. Student training in this area is very important.

If you had unlimited funds, which areas of research would you invest?

How to share limited resources is one of the most challenging issues facing policy makers and water managers. This is a very complicated issue in that those who currently have the right to use water have invested a lot of time and money to be able to do so. Hence, any change in the way water is allocated can potentially have significant socio-economic impact on the current generation of water users, not the least of which are irrigators and the communities that currently depend on water use as the economic engine of their community. If I had unlimited funds I would like to conduct a Canada wide investigation of how people perceive a reallocation should take place, how such perception varies across Canada and what causes the variation. Such insight would assist the development of a national water plan or policy, as well as the development of provincial water policy plans.

Bjornlund study looks at water scarcity

Alberta faces water scarcity challenges that make it a bellwether region for better water management policies, according to a study recently released by the C.D. Howe Institute and created by ��Ѹ��Դ��߿�Ƭ of Lethbridge economics researcher Dr. Henning Bjornlund.

In The Competition for Water: Striking a Balance among Social, Environmental, and Economic Needs, Bjornlund writes that without a modern system for reallocating access to water, particularly from prior license holders to new users, Alberta's economic development and its ecosystems could be threatened.

"The commentary is my vision of how water management and allocation policies in Alberta can be reformed," Bjornlund said. "The information is informed by all my work both in Alberta and in Australia, and not least my involvement in the ministers Advisory group last year — which provided advice to the Minister of the Environment on a new water management and allocation policy for Alberta."

His findings and policy recommendations have potential application to other regions of Canada where water scarcity is a growing issue, including some watersheds in Ontario, the southern parts of the Prairie provinces, and in British Columbia's Okanagan Valley.

The challenge of dealing with water scarcity is nowhere better illustrated than in Alberta, he said. The province is home to 60 per cent of all irrigation in Canada and has a fast-growing population and economy.

Professor Bjornlund discusses how water markets could be used in the Alberta context and what supporting institutions would be necessary to enable them to operate effectively and fairly.

"For example, irrigation controls about 80 per cent of all water allocated in southern Alberta. Hence, there is little doubt that the consensus in the wider community is that some water needs to be reallocated out of irrigation to meet new needs, including those of the environment," Bjornlund said. "This will naturally impact irrigators and the communities depending on irrigation as their economic engine. How severe this impact will be depends on how such reallocation is carried out."

U of L researchers to present report

Water is the lifeblood of agriculture in southern Alberta and learning how to best manage water is key to sustaining the industry.

A group of ��Ѹ��Դ��߿�Ƭ of Lethbridge Economics researchers have prepared an in-depth report on water issues for the members and stakeholders of the SouthGrow Regional Initiative to help support the economic well being of the area.

"Water is a vital resource and it impacts greatly on the economic health and the quality of life of this region considerably," said Sandra Nelson, a Stirling, Alta resident and the Chair of SouthGrow.

"This report provides our members with insight into the current state activities surrounding the issues of sound water management. It also identifies and provides recommendations about the role SouthGrow could play in ensuring a sustainable water supply for investment, economic development and the long term vision of this region."

The report, entitled "Water for Economic Development in the SouthGrow Region of Alberta" was prepared by Research Associate Lorraine Nicol, Dr. Henning Bjornlund and Dr. Kurt Klein. It highlights unique opportunities as well as significant challenges to managing water issues now, and in the future.

The researchers will release and discuss the report in Lethbridge at an information session hosted by SouthGrow that takes place Thursday, Mar. 19, beginning at 11 a.m. at the Lethbridge Lodge Hotel and Conference Centre, 320 Scenic Drive S.

The event includes a presentation by the researchers and a moderated discussion period for stakeholders.

There are several important constraints to water availability in southern Alberta. The first (and most important) is the restriction on the issuing of new water licenses within the two river basins.

Second, certain procedures impede the operation of water markets.

Third, there are potential long-run negative effects on water supply from such factors as climate change.

Fourth, several policy and legislative uncertainties remain, including how implementation of the Water for Life strategy will unfold, especially with the possibility of implementation of economic instruments; whether, given the recent announcement of the review of the water allocation system, that system will remain intact; whether the watershed planning and advisory councils will be able to achieve their objectives; and the outcome of the International Joint Commission response on apportionment of flows of the St. Mary and Milk Rivers between Canada and the United States.

Finally, as water becomes more scarce and valuable in Alberta, a cultural and political divide seems to be intensifying between urban, agricultural and conservation interests in Alberta that recently were manifested in an outcry over amendments to irrigation district licenses and the sale of an irrigation water license to an urban development.

These topics are likely to invoke a lively discussion. All are invited to attend.

The tricky relationship between farming and water

It's a staggering statistic: more than 70 per cent of southern Alberta's water consumption is used to irrigate farmers' fields.

But even as water issues are coming into the fore, farmers' water choices are still being made independently, as government hasn't stepped in to regulate water use, explains Dr. Kurt Klein, a professor in the U of L's Department of Economics. The agricultural economist and former farmer says this might change when water becomes more scarce. There's also a strong need to understand how to balance farmers' business interests with the protection of the resource before tough choices need to be made.

Klein has done extensive work on bioproduct-based economies and trade partnerships. In 2003, he earned one of the largest Social Sciences and Humanities Research Council (SSHRC) grants in the U of L's history ($650,000). In recent years, he's turned his attention to water issues and says understanding the economy of water is crucial to planning for the future.

Unlike countries such as Australia and the United States, there's been little research done in Canada on how to use economic instruments (like subsidies and taxes) to motivate farmers to use water in more efficient ways, without harming their ability to make a living. Because agricultural enterprises have such a narrow profit margin and are susceptible to both environmental and market changes, it's crucial to make well-informed policy decisions.

"At the heart of this is the profitability of agriculture," says Klein.

Dr. Klein and his colleagues, Drs. Henning Bjornlund and Ruth Grant Kalischuk, are working to fill this gap in the literature. They're contributing to a study examining some of the sociological factors underlying how water is used on livestock farms in southern Alberta.

Bjornlund, a professor in the U of L's Department of Economics and a Canada Research Chair (Water and the Economy - International), has done extensive work on water management both in Australia and Alberta. Much of his recent work has focused on the Government of Alberta's new Water for Life strategy, which seeks to strike a better balance between environmental and human needs.

He explains that this study of livestock farmers, which began in 2006, explores the environmental and public health issues associated with water use on farms, how farmers decide to allocate water and deal with wastewater issues, and how surrounding communities perceive livestock operations.

Bjornlund and his associates are collecting data via surveys and focus groups with farming families and residents in surrounding communities. So far, data reveals that farming families are quite concerned about the operations' impact on human health.

This doesn't come as a surprise to Grant Kalischuk, who is a nurse researcher within the School of Health Sciences.

"They were aware of the impacts of the huge farming industry in Alberta and realized that there's a huge runoff from manure and urine," she explains, adding that most people surveyed feel that the livestock industry is generally associated with the degradation of the area's water supplies.

Grant Kalischuk says the solutions to health-related water issues require understanding the viewpoints of an entire community.

This research program provides one example of the multidisciplinary research currently taking place at the ��Ѹ��Դ��߿�Ƭ of Lethbridge. Drs. Klein, Bjornlund and Grant Kalischuk believe that their collaborative efforts will improve our knowledge base about the tricky relationship between farming and water use.

"Through our multidisciplinary approach, we are endeavouring to create a more comprehensive picture," Grant Kalischuk says.
