UNews - html /unews/technology/html en Remember the people factor /unews/article/remember-people-factor <div class="field field-name-field-op-author field-type-node-reference field-label-hidden"><div class="field-items"><div class="field-item even" rel="rnews:creator schema:creator"><div class="view view-openpublish-related-content view-id-openpublish_related_content view-display-id-block_1 view-dom-id-f176a9d6f109ae6a657d51434f1b8e90"> <div class="view-content"> <div class="views-row views-row-1 views-row-odd views-row-first views-row-last"> <div class="views-field views-field-title"> <span class="views-label views-label-title">by</span> <span class="field-content"><a href="/unews/profile/trevor-kenney">Trevor Kenney</a></span> </div> <div class="views-field views-field-created"> <span class="field-content">September 10, 2013</span> </div> </div> </div> </div></div></div></div><div class="field field-name-body field-type-text-with-summary field-label-hidden"> <div class="field-items"> <div class="field-item even" property="rnews:articlebody schema:articleBody"> <p>A 免费福利资源在线看片 of Lethbridge geography researcher is suggesting that flood mitigation and future planning processes involve people in the communities most affected &ndash; to help cities and towns look ahead and reduce some of the challenges faced across the province by recent flooding.</p><p>Dr. Tom Johnston, who studies the human dimensions of natural hazards, says that as much as the recently-announced Government of Alberta flood mitigation plan and measures such as an expert panel on flood issues are important and timely steps forward, the processes by which people and the environment engage is what concerns him as flood reduction planning begins.</p><p>&ldquo;With many thousands of people displaced over a short period of time, entire communities have been affected by flooding and the critical element to planning for the future is community engagement,&rdquo; says Johnston.<div class="image-caption-container right" style="width:350px;"><img src="/unews/sites/default/files/TomJohnston-main.jpg" title="Dr. Tom Johnston cautions against flood mitigation processes that don鈥檛 factor in how people engage with the environment." alt=""><div class="image-caption">Dr. Tom Johnston cautions against flood mitigation processes that don鈥檛 factor in how people engage with the environment.</div></div></p><p>He adds that structural responses &ndash; constructing flood-control dams or physically changing or dredging parts of a river to better manage water flow &ndash; need to be matched with non-structural or policy-based responses, such as incorporating the latest and best available flood hazard information into community and land-use planning, and even prohibiting development in high-risk places.</p><p>&ldquo;It is extremely important that in addition to scientists and engineers that we have community involvement in any land-use planning process,&rdquo; says Johnston. &ldquo;This not only ensures that the challenge of flooding is minimized, but it also allows community members to be aware of, and fully involved in, the future of their community.&rdquo;</p><p>Johnston adds that social scientists, such as human geographers and other behavioural scientists also need to be included in the discussion because their expertise would complement that of hydrologists and engineers.</p><p>The Government of Alberta recently rolled out a Flood Hazard Mitigation Plan, which Johnston says will be helpful in increasing public awareness about flood-affected areas of the province.</p><p>&ldquo;A central feature of the plan is a web-based interactive map (<a href="http://environment.alberta.ca/01655.html" rel="nofollow">environment.alberta.ca/01655.html</a>) that highlights &ldquo;Flood Hazard Areas&rdquo; down to the local scale.&nbsp; The GIS-based system is operator friendly, and if you have used interactive mapping software on your smart phone or some other device, you can easily navigate this system,&rdquo; Johnston says.</p><p>The hazard maps will be useful for homebuyers, and should be helpful in guiding flood-proofing efforts and for land-use planning, Johnston adds, but in order for the system to achieve anything close to its full potential, two conditions must be satisfied.</p><p>&ldquo;First, the studies used to delineate flood hazard areas should be as current as possible. Second, local and regional authorities charged with the responsibility for land-use planning must be willing to use the system to guide their decision making, even though this could involve constraining the range of residential location choices available to citizens.&rdquo;</p><p>Johnston says that as of June 2013, more than 50 flood hazard studies had been completed for the provincial government.</p><p>&ldquo;The most recent studies in and around the communities experiencing severe flooding in June were completed after February 1996 (<a href="http://environment.alberta.ca/01656.html" rel="nofollow">environment.alberta.ca/01656.html</a>), or 17 years ago.&rdquo;</p><p>Given the recent flood events, future hazard zone mapping should be more consistent, Johnston says.</p><p>&ldquo;We are dealing with dynamic systems, many of which are under increasing pressure from a variety of human activities, so it is prudent to make sure they are researcher on a 1.5 million kilometre trip to deep space aboard the Herschel Space Observatory might be nearing its conclusion, but that doesn't mean the end of the project for the research team.<br> <br> Dr. David Naylor (Physics and Astronomy) and his team of researchers lead Canada's contribution to the Herschel project on behalf of the Canadian Space Agency.<br> <br> The instrument, called the Spectral and Photometric Imaging Receiver ("SPIRE"), is one of three devices attached to the Herschel telescope system.<br> <br> <a href="http://www.asc-csa.gc.ca/eng/satellites/herschel/default.asp" rel="nofollow">http://www.asc-csa.gc.ca/eng/satellites/herschel/default.asp</a><br> <br> The helium-filled 'gas tank' cooling Herschel's equipment is expected to run dry over the next few weeks &ndash; an expected process.<br> <br> As the coolant diminishes, equipment will stop working, but data transmission will continue until the bus-sized telescope parks itself in a permanent orbit around the sun.<br> <br> What follows is a five-year post operation phase, where the data obtained during the mission are used to develop improved calibration algorithms to allow the most information to be extracted from the images. Eventually the data will be reprocessed and placed in an archive that will have legacy value.<br> <br> <a href="http://www.esa.int/Our_Activities/Space_Science/Herschel_to_finish_observing_soon" rel="nofollow">http://www.esa.int/Our_Activities/Space_Science/Herschel_to_finish_observing_soon</a><br> <br> The mission, launched on May 14, 2009 from the Ariane Spaceport in French Guyana, almost immediately began to shed new light on stars and galaxies by measuring a level of light called far-infrared.<br> <br> Infrared light is invisible to the human eye, but travels well across the universe. Star forming regions emit light at these wavelengths and Herschel can detect it, capturing a wealth of detail such as heat signatures and chemical composition that help astronomers clearly see, for the first time, stars and whole galaxies that have previously remained hidden or only poorly understood.<br> <br> "SPIRE picks up heat and chemical signals that are not visible by optical telescopes, and turns that data into the amazing images and information we and other scientists are using to learn more about the life and death of stars and galaxies," Naylor said.<br> <br> In addition to literally 'clearing up' the images people have been using for two centuries to look into space, Naylor said the Herschel mission is confirming the existence of molecules on earth that originated in space.<br> <br> "With SPIRE we can look at the big picture, or the very tiny picture, and gain a whole new insight into how stars live and die. The reason the imagery is so clear is that the space observatory sits more than 1.5 million km from earth, far from our atmosphere which absorbs virtually all radiation at which far-infrared wavelengths. Since the universe emits most of its energy at these wavelengths, Herschel provides us with our first comprehensive view of the universe."<br> <br> The data and crisp images come from a device about as big as a large microwave oven that took more than 15 years and $100 million to develop &ndash; and has to function at a chilly -270C.<br> <br> Also gratifying are the unique research collaborations that Naylor sees happening in the future. "Approximately one-third of the time available to researchers is guaranteed to those involved in key projects, and our time is included in that. We see the data here in Lethbridge before anyone else does. Scientists will be seeking our help in analyzing their data and the U of L group will be an important Canadian and international resource."<br> <br> With an estimated output of up to 7,000 hours per year of data, there should be enough information to keep researchers busy for years &ndash; and some of that data flows through Blue Sky Spectroscopy, a Lethbridge-based, high tech spinoff company founded by Naylor in 2003, and now privately owned and operated.<br> <br> Blue Sky is one of the three international Data Processing and Science Analysis Software centres for the SPIRE instrument. Data are downloaded daily from the spacecraft and stored on the Blue Sky servers.<br> <br> Its highly qualified staff, all with postgraduate degrees, specialize in custom hardware and software spectroscopic solutions. Customers include NASA, ESA, and CSA, and many leading research institutes such as Harvard, Berkeley, Chicago, Max Planck and Cardiff, NIST, Centre d'Etudes Atomique, Paris, Institute National d'Optique, Canada to name a few.<br> <br> What's next?<br> <br> According to Naylor, more research that refines his current SPIRE device to make it suitable for yet another space mission currently under review by the Japanese, European and Canadian Space Agencies.<br> <br> The project &ndash; SPICA, which stands for Space Infrared Telescope for Cosmology and Astrophysics &ndash; is a next-generation version of the SPIRE device, and would perform a similar function on a space telescope planned to launch in 2022.<br> <br> Learn more about the SPICA project, here: <a href="http://research.uleth.ca/spica/index.php" rel="nofollow">http://research.uleth.ca/spica/index.php</a><br> <br> Naylor said Herschel has been an overwhelming success, but its sensitivity is limited by its 'warm' telescope. "At a temperature of -80K (-193C) this may sound cold, but it limits the achievable sensitivity. By cooling a telescope to -6K (-267C) would increase the sensitivity by an astonishing factor of 100, allowing it to explore a volume of space 1000x greater than Herschel".<br> <br> Building on the success of Herschel, the Japanese Space Agency JAXA is developing such a cooled telescope. ESA has joined forces with JAXA; in return for ESA providing the telescope and a ground station, European scientists will build one of the flight instruments.<br> <br> Based on the Herschel experience, an imaging FTS similar to the ones Naylor's group has been building for over two decades has been selected and Naylor has been invited to join the international team that will build the instrument known as SAFARI.<br> <br> The instrument is similar to one that the U of L team has recently commissioned on the James Clerk Maxwell Telescope, the world's largest submillimetre telescope located atop Mauna Kea, Hawaii.<br> <br> <a href="http://www.jach.hawaii.edu/JCMT/" rel="nofollow">http://www.jach.hawaii.edu/JCMT/</a><br> <br> The space-based project, SPICA &ndash; which stands for Space Infrared Telescope for Cosmology and Astrophysics &ndash; is a next-generation version of the SPIRE device, and would perform a similar function on a space telescope planned to launch in 2022.<br> <br> In Alberta, a recent and significant collaboration has also been launched with the 免费福利资源在线看片 of Calgary, where the U of L and the U of C and Athabasca 免费福利资源在线看片 have formed the Institute for Space Imaging Science (ISIS) to work together on projects that take space research further than Herschel technology, whether on the ground or in the atmosphere.<br> <br> "By nature, physics researchers don't get too excited, but to see these images and know that we're looking at them in a whole new way, and further that we'll be able to share this information with the public so they can learn about the origins of the universe, is truly exciting," Naylor said.<br> <br> He estimates that more than 200 papers have already been produced using data from the Herschel mission, and approximately half of those have Canadian co-authors.<br> <br> The geographical distribution of SPIRE science within Canada is broad with authors affiliated with the following universities/institutions: UBC, Calgary, CFHT, HIA/UVic, Laval, Lethbridge, McMaster, Toronto, Waterloo. student makeup now, but as the 免费福利资源在线看片 of Lethbridge continues to push internationalization as a key strategic goal, it may soon become representative of many.</p><p>Rendall currently has graduate students from Alberta, Manitoba, Sri Lanka and Brazil assisting with his research projects, the most recent addition coming to the 免费福利资源在线看片 by way of the Brazilian Science Without Borders (SWB) program.</p><p>"This is a real boon for us as a university," says Rendall, professor of psychology in the Faculty of Arts &amp; Science. "Graduate students are kind of the heart of the research enterprise, they are the real engine of it. They collect the data and do a lot of the work, and without graduate students the research enterprise disappears."</p><p>Science Without Borders began as an initiative whereby the Brazilian government is looking to send 100,000 students to universities around the world to study in the fields of science, technology, engineering and mathematics. The goal is to revolutionize the country's research and development system.</p><p>"Brazilian science has shown great improvement over the last decade but we face many challenges," says Ednei Barros dos Santos, a Brazilian PhD student who has taken advantage of the SWB program to come study under Rendall at the U of L.</p><p>"We have a very low proportion of doctors in relation to our population, and there is a low frequency of international collaboration."</p><p><div class="image-caption-container" style="width:500px;"><img src="/unews/sites/default/files/main/articles/swb-ednei.jpg" alt="Ednei" title="Doctoral student Ednei Barros dos Santos just recently returned from a three-month field study in Argentina."><div class="image-caption">Doctoral student Ednei Barros dos Santos just recently returned from a three-month field study in Argentina.</div></div></p><p>Dos Santos discovered Rendall while researching his master's degree in zoology. After reading his papers, he decided to contact Rendall to see if he was open to supervising his PhD studies. The two met while Rendall was on field study in Argentina and not long after, dos Santos applied to the SWB program for funding.</p><p>"My research focus is on song variations of the house wren. I'm going to compare the male songs of two different populations, one here in Canada and the other in Argentina," says dos Santos. "We are trying to understand what is the relation between song variation and different mating systems and migratory behaviour."</p><p>That his master's work in Brazil, where he researched language in animal species, could be so closely related to Rendall's studies some 11,000 kilometres away, speaks to the value of international collaboration.</p><p>"This program provides an incredible opportunity for Brazilian students to be exposed to scientific innovation at Canadian universities, and will help to spur growth in science and technology sectors in Brazil," says Trish Jackson, the U of L's acting manager, International Centre for Students. "The students we are hosting are a wonderful addition to the institution; they have serious academic intentions, and will certainly make an impact when they return to complete their studies in Brazil."</p><p>The SWB program initially provided study opportunities for undergraduate students, placing more than 1,200 in Canadian universities alone. The U of L has 14 students enrolled from the program, including three who began last September and 11 more since January. Currently, a second call is going out for prospective doctoral students, and it is incumbent that faculty members provide the program with details of their research opportunities so that they might be able to participate. The PhD program is one of eight graduate programs offered by the School of Graduate Studies.</p><p>"We're excited to take part in this program. It's proven to be very successful at the undergraduate level and is likely to draw exceptionally high quality students," says Dr. Matthew Letts, Associate Dean of the Faculty of Arts &amp; Science. "The program provides full support for PhD students from Brazil, including tuition, travel, book and living expenses, but potential supervisors need to enter the doctoral research opportunities they wish to provide into the CBIE (Canadian Bureau for International Education) Placement Database to be considered for participation."</p><p>That dos Santos was accepted by SWB is heartening to Rendall, given that his research is not as applicable as many of the funded students.</p><p>"Brazil is very interested in training students who can come back and contribute fairly directly to agricultural initiatives, to resource extraction initiatives and to the information systems industry, for example," says Rendall. "The thrust of what Ednei is working on doesn't have immediate and obvious implications but I think it's pretty encouraging that they are taking a fairly broad approach to this.
