Researchers say resource sector can prosper by establishing social partnerships, engaging communities

Major resource projects are more likely to make it through the approval process and ultimately achieve economic success if industry first develops strong social partnerships with community stakeholders, says a new C.D. Howe Institute report authored by ��Ѹ��Դ��߿�Ƭ of Lethbridge researchers Drs. Geoffrey Hale and Yale Belanger.

In the report titled, From ‘Social Licence’ to ‘Social Partnership’: Promoting Shared Interests for Resource and Infrastructure Development, Hale and Belanger identify best practices for successful community engagement by companies, industries and governments that have a proven track record of success.

Drs. Geoffrey Hale and Yale Belanger state that social partnerships have become a key element for energy and related infrastructure development.

“Social partnerships have become a key element for energy and related infrastructure development,” says Hale. “Failure to secure social acceptance increases the risks of litigation of a project or political conflict that creates significant barriers to economically viable resource development.”

The authors argue that achieving social acceptance for the development of major resource projects requires the establishment of a trusted relationship that involves multiple stakeholders in a mutually-beneficial framework.

“Public mistrust has fuelled opposition to major resource-related infrastructure projects, contributing to growing delays and more stringent regulatory conditions to secure project approval,” says Belanger. “These developments have created significant political and economic risks to the expansion of the energy and other resource sectors.”

Hale adds that, “Securing social acceptance largely depends on the degree to which companies and communities are able to achieve mutual trust contributing to ‘win-win’ outcomes that address overlapping but often-distinct priorities.”

The authors provide examples of successful multi-stakeholder synergy groups, government-led initiatives and corridor coalitions of groups across extended areas. They recommend a virtual handbook of best practices for industry, regulators and community leaders in the following areas:

• Building Multi-Stakeholder Groups and Networks: Local or regional industry working groups including industry representatives provide a valuable means of strengthening connections with local governments and communities, public health authorities and local emergency response professionals. These groups reduce risks, address community concerns, and respond more effectively to occasional emergencies.

• Multi-Jurisdictional Projects: Multi-jurisdictional initiatives require parallel processes that respect legal, institutional and social differences in various jurisdictions. The authors find successful examples of formal multi-jurisdictional advisory processes in British Columbia that could inform future negotiations elsewhere.

• Engaging First Nations and Aboriginal Communities: Consultation prior to detailed project design or approval has become a central factor influencing First Nations’ acceptance of resource projects affecting traditional lands.

Hale and Belanger conclude that achieving improved regulatory co-ordination and the cultivation of social acceptance are not either-or choices for restoring greater stability for resource development projects. Rather, they are complementary aspects of a larger process.

“Building and sustaining the legitimacy of resource development depends increasingly on the demonstration of ongoing commitment by industry and governments to the economic, social and environmental well-being of the communities in and through which they operate.”

Border policies greatly affect communities

Close co-operation between municipalities and chambers of commerce on both sides of the border is important to ensure that decisions made in Washington, DC and Ottawa will serve the interests of most residents of the region, according to ��Ѹ��Դ��߿�Ƭ of Lethbridge political scientist Geoffrey Hale.

Groups like the Pacific Northwest Economic Region (PNWER) do an excellent job of promoting broader regional interests on cross-border economic co-operation, says Hale, but there are enough different interests at play on border issues that area business groups can't take political responsiveness for granted.

"Governments in both countries naturally tend to be focused on big ticket items and the busiest border crossings, especially when they're stretched financially" says Hale, noting the ongoing work of the "Beyond the Border" Task Force announced by President Obama and Prime Minister Harper in early 2011. "This can lead to the emergence of 'nickel and dime' irritants that create unnecessary barriers to economic activity."

Recently, the U.S. Department of Homeland Security (DHS) proposed that the U.S. Congress authorize a study to explore the feasibility of collecting a fee for both Americans and visitors returning to or entering the United States across its land borders with Canada and Mexico. According to the U.S. Department of Transportation, about 193 million people crossed the U.S. land border in 2012 – including 1.5 million across Montana's 13 border crossings with Canada.

The U.S. Senate Judiciary Committee quickly passed an amendment to the comprehensive immigration bill now before Congress to scrap the measure. Congress is also considering proposals to allow Canadian "snowbirds" not working in the United States to stay an additional two months (above the current six) if they own or rent property there without triggering tax penalties under complex IRS rules. Canadians have invested heavily in vacation and other properties in the Flathead Valley and elsewhere in Montana in recent years.

In 2012, almost one million vehicle crossings occurred at 13 ports of entry into Montana, including 737,724 personal vehicles, with 1,300,642 passengers, 175,770 trucks, 843 buses, 21,342 passengers; and 5,145 pedestrians – most of the latter between the border communities of Sweetgrass and Coutts. The top three crossings – Sweetgrass (I-15); Roosville (US-93), and Peigan (US-89) – account for 86 per cent of passenger vehicle and 84 per cent of truck traffic entering Montana from Canada.

"Cross-border travel, particularly for tourism and recreation, is a major engine for the economy of Flathead Valley," says Hale, who studies economic, security, and other cross-border issues between Canada and the United States. "In addition, Canadian travelers have generated much of the traffic growth at Kalispell / Glacier Park and Kalispell Airports in recent years."

Hale notes that Montana's members of Congress and area legislators have a record of engaging business interests from Montana's northern border regions with a view to promoting economic development and job creation. With members of Congress from both northern and southern border states weighing in on these types of issues, sometimes with very different priorities, it's important for Montanans who benefit from continued cross-border traffic to ensure their voices are heard on these issues, says Hale.

Upholding the law in the land down under

With a finger-pointing, I've-got-you-now grin and an iconic light grey suit, criminal defense attorney, Ben Matlock, entertained television audiences for almost a decade with his ingenious perception and gritty determination to fight for truth. For one young boy growing up in the small town of Coronation, Alta., however, Matlock was more than mere entertainment; he was pure inspiration.

"It was the courtroom drama that got me. I used to watch Matlock and think, if he can do it, I can do it. When I watched him I knew I was born to be in the courtroom," explains solicitor, Jay Merchant (BA '05), who was recently admitted as a member of the Australian legal profession by the Supreme Court in Queensland.

Along with his interest in law, Merchant developed a love for politics and a passion for curling that have also strongly influenced his life's journey.

"The first time I heard Preston Manning speak I was fascinated by his personal approach to politics. I became a member of the Reform Party at age 15," says Merchant.

Merchant's love of curling was a family affair. His father played in national oilman's competitions and his mom and older brother curled as well. Merchant spent the majority of his childhood winters at the rink, either watching the game or developing his skills.

"My older brother curls on a recreational level when he has time. He boasts he can kick my butt, but I am still waiting for him to put his money where his mouth his," jokes Merchant, who is a player-coach with the Australian National Curling Team.

With his three-fold passion, Merchant says that the move to Lethbridge to attend the ��Ѹ��Դ��߿�Ƭ in 2000 was a perfect choice.

"Coming from a small town, the ��Ѹ��Դ��߿�Ƭ was exactly what I needed, and I wouldn't change anything, but it was a steep learning curve for me. I was never a good writer but I had excellent professors, two in particular, Dr. Alan Siaroff and Dr. Geoffrey Hale. They had such a strict writing guide and they focused on using logical arguments and logical structure. I do a lot of writing now and without their dedication I would not have achieved what I have. It was a painful process but I am forever grateful to them," says Merchant. "I attended Bond ��Ѹ��Դ��߿�Ƭ in Australia for my post-graduate studies and the common theme between both institutions is that you are not just a number. I know my professors and consider them to be my mentors. There is something really special about that."

While completing his undergrad, Merchant kept busy with local politics and curling. He was a member of Rick Casson's steering committee and curled out of the Lethbridge Curling Club.

"I played juniors for Alberta and made it to provincials a number of times. I played for the U of L in 2003. We made it to the Canadian ��Ѹ��Դ��߿�Ƭ Championships; I think we were in the top five. I also have a few banners up at the Lethbridge Curling Club," recalls Merchant.

Merchant eyes an Olympic berth for Australia down the line.

Merchant completed his bachelor's degree in political science in 2005. He spent one year working in a municipal internship program in Red Deer before moving to Australia to pursue a master's of business law at Bond ��Ѹ��Դ��߿�Ƭ, which he completed in 2007. That same year the Australian Winter Olympic Committee asked him to migrate to Australia on a distinguished talent visa, but because curling is self-funded in Australia, Merchant had to return to Canada to earn enough money before he could take advantage of the AWOC proposal. He returned to Australia in 2010 to coach and play with the Australian National Team and pursue his law degree at Bond, which he completed in 2012.

"I did my Postgraduate Diploma of Legal Practice, with a placement in criminal law. I loved it. I plan to go into prosecution and later become a barrister. As for curling, Lyn Gill, my partner in mixed doubles and I are heading to Fredericton, N.B. in April to compete at the world championships. I am really looking forward to that!" says Merchant. "My long-term focus is on continuing to develop the sport in Australia and to qualify teams for the 2018 Olympics."

��Ѹ��Դ��߿�Ƭ sees great value in its external relationships

A couple of years ago, while at the Canadian Universities Government Relations Officers annual conference, I attended a presentation made by the ��Ѹ��Դ��߿�Ƭ of Western Ontario and the London Chamber of Commerce about the strong partnership they enjoyed.

At first glance, the session seemed understated and underwhelming, as it was slotted amid more noteworthy sessions that included federal deputy ministers, prominent media columnists and established strategists within government. However it was this session that resonated with me more than the others because it spoke to the great opportunities that arise when partnerships with local entities are established.

Western's relationship with the London chamber, at one point, was fairly one-sided. The ��Ѹ��Դ��߿�Ƭ would approach local businesses only when it needed something – such as support for a specific application for government funding.

The relationship changed when the London chamber reengaged the ��Ѹ��Դ��߿�Ƭ and insisted that Western become a meaningful partner. After some concerted effort, the chamber and the university created a relationship of mutual benefit.

After returning home and pondering this example, I joined the Lethbridge Chamber of Commerce Governmental Affairs Committee. I had given the local chamber little thought prior to that point but now felt it was important to get involved. What I immediately found was that the Lethbridge and Western situations were hardly comparable.

I discovered that the ��Ѹ��Դ��߿�Ƭ of Lethbridge's relationship with the local chamber goes back decades. On its website the chamber proudly states the significant role it has played in support of the U of L in the community. The ��Ѹ��Դ��߿�Ƭ has an automatic appointment to its board of directors and various committees have U of L representatives actively participating in events and meetings. Faculty of Management Dean
Dr. Bob Ellis, for example, serves on the Government Affairs committee.

As well, ��Ѹ��Դ��߿�Ƭ researchers have taken the time to share their expertise with the chamber. In the past few months alone, Dr. Geoffrey Hale has spoken on border issues and Dr. Judith Kulig advocated for federal funds to create a pilot program for initiatives that would help universities retain Aboriginal students and assist in their transition to the workforce.

Like the Lethbridge Chamber of Commerce, the ��Ѹ��Դ��߿�Ƭ of Lethbridge has a role to play in the economic development of the city and beyond. One of the key directions in the U of L's Strategic Plan is to enhance relationships with external communities. Faculty and staff from the ��Ѹ��Դ��߿�Ƭ currently share their skills with a myriad of different local organizations. It is this spirit of sharing knowledge and expertise that benefits both the community and the U of L.

Looking at the emphasis the U of L places on community engagement, and by the number of advocates the ��Ѹ��Դ��߿�Ƭ already has in the community, fostering these meaningful partnerships and interactions will only help the city and the ��Ѹ��Դ��߿�Ƭ to thrive in the future.

Sociology researcher Harrison receives Fulbright Scholarship

��Ѹ��Դ��߿�Ƭ of Lethbridge Sociology researcher Trevor Harrison will become the 2010 Fulbright Visiting Research Chair in Canadian Studies at Kennesaw State ��Ѹ��Դ��߿�Ƭ (KSU), just outside Atlanta, Georgia as the recipient of a Fulbright Scholarship.

Harrison will be taking a sabbatical from the U of L until December 31, 2010 to travel south to lecture and conduct research at KSU, Georgia's 3rd largest university with a student population of more than 22,500 undergraduate and graduate students.

As a visiting Fulbright Scholar, Harrison is already on the school calendar and, in addition to guest lecturing in several courses, will deliver an opening lecture in mid-September, as well as host a number of informal sessions for faculty and students sponsored by the sociology and political science departments.

Among other topics, Harrison plans to bring a Canadian perspective to the relationship between Canada and the United States Since 9/11, issues surrounding nationalism and something that is sure to be interesting to Atlanta Falcons or KSU Owls fans -- the social history of the Canadian Football League.

Professor Harrison is a full professor in the Department of Sociology at the ��Ѹ��Դ��߿�Ƭ of Lethbridge. He completed his PhD in Sociology in 1988 at the ��Ѹ��Դ��߿�Ƭ of Alberta after completing his MA (��Ѹ��Դ��߿�Ƭ of Calgary, 1985) and BA (��Ѹ��Դ��߿�Ƭ of Winnipeg, 1979) degrees in sociology.

He has served as Visiting Professor in the Canadian Studies Program at Hokkai-Gakuen ��Ѹ��Դ��߿�Ƭ (Sapporo, Japan, fall 2006) and at the Univesity of Alberta (1997-2002). Additionally, he was appointed as Interim Director (now Associate Director), of the Prentice Institute for Global Population and Economy (2007). He has served as a consultant for various organizations, both at the international level.

Harrison is the U of L's fourth Fulbright Scholar. Drs Derek Peddle (Geography) Geoffrey Hale (political Science) and Chris Kukucha (political Science) have received past Fulbright awards.

The art of making policy

If you've gone through airport security lately, you've probably grumbled once or twice about the long security lines and 'random' pat-downs.

While you may blame this inconvenience on precedents set by our neighbours to the south, the policy creation is far more complicated, explains U of L Master of Arts (Political Science) student Christina Marcotte.

For her thesis, Marcotte analyzed the creation of two post-9/11 policies: the Container Security Initiative (CSI) and the NEXUS Trusted Traveler Program, using the Policy Streams model developed by American political scientist, J. Kingdon.

"I wanted to take a look at where the ideas for these programs came from and what the impetus was for adopting them," says Marcotte, who was supervised by political science professor
Dr. Geoffrey Hale.

Marcotte first became interested in security policy as a student intern at the European Institute of Public Administration, in the Netherlands. She worked for a researcher who asked her to gather details about North American foreign policy to compare with EU policy.

Hale says Marcotte is an unusually thoughtful student with a penchant for time management. "Not only did she stay ahead of her deadlines – which few students do – she also made time to serve as vice-president internal for the Graduate Students' Association."

From his office across the hall, Hale was often pleased to see a steady stream of students visiting her office.

"That is a wonderful sign of leadership," he says.

Now that she has completed her thesis, Marcotte is gearing up for a job as a junior commerce officer with Industry Canada – a position where Hale knows she will find success.

"Christina has the capacity to bridge worlds. That's a skill set she strengthened very well while she was here."
