While we have not yet arrived at a position of absolute clarity, I am pleased that the presidents and the Minister have agreed to embark on a collaborative approach to work through these issues.<br> <br> It was agreed that the timeline for approval on the letters of expectation would be extended to September to enable a more full discussion among faculty, staff and students at each of the institutions in the province. Additionally, the letters would form more of a "memorandum of understanding" reflecting the unique role each institution plays in the post-secondary sector, in the Alberta system overall and reflect the differentiation among each individual institution.<br> <br> The Minister agreed that differentiation is important and that students must have options throughout the province &ndash; including in similar academic areas and that access to opportunity in large and small centres must be maintained. The Minister also affirmed the importance of basic research and applied research and that the government is interested in building research excellence across institutions. He also affirmed that the sciences, social sciences, humanities and fine arts are important to Alberta, as are professional programs. He emphasized that while our sector's impact on jobs is important so too is our impact on society, culture and quality of life.<br> <br> I am pleased that the Minister has agreed that the letter of expectation process needs to be extended to allow for institutional discussions, sector discussion and system discussions. I think that the meeting helped to find common ground. We had previously been informed that this draft letter was not for public distribution. But, having reviewed its content and discussed the matter further with EAE, I have made the decision to share it with our community.<br> <br> The letter outlines expectations of the province's publicly-funded post-secondary institutions, including the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge. The draft letter includes many considerations for our Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ in regard to programs, learners, collaboration, governance and research. Some of these considerations &ndash; like learner pathways - were introduced at a meeting of the Campus Alberta Strategic Directions Committee on Jan. 15, 2013. I was in attendance at that meeting, along with the other presidents of Alberta post-secondary institutions. There were not a lot of details provided then and as you will note in the letter, there still are few details available that would enable us to respond with clarity and certainty.<br> <br> The letter is in a draft form and I am hopeful that the Minister and EAE officials will engage in the dialogue, as they have publicly indicated they would, with Alberta post-secondary institutions. There are points in the letter that align with the role the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge already plays in the province and reflects many processes and commitments the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ currently performs.<br> <br> There are however many additional points that are very concerning and require a great deal more detail, understanding and discussion. The Persons Case Scholarships began in 1979 to honour the 50th anniversary of the Persons Case and the legacy of five Alberta women who fought and won the right for women to be deemed as "persons" under Canadian law. Emily Murphy, Louise McKinney, Nellie McClung, Irene Parlby and Henrietta Muir Edwards are known as Alberta's Famous Five.<br> <br> The Persons Case Scholarships provide financial assistance to help both women and men pursue their post-secondary studies while advancing the status of women.<br> <br> Scholarships range from $1,000 to $4,000, with a total of $100,000 being awarded. To qualify for a scholarship, applicants must be enrolled full-time in a post-secondary institution in Alberta. and science facilities of Lethbridge College and the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge respectively on Wednesday, January 30.<br> <br> Following the tours, the Boards held a joint meeting and have agreed to collectively support the proposed facilities at both institutions.<br> <br> Darren Boras, president of the Lethbridge Chamber of Commerce, says, "The Trades &amp; Technology Renewal and Innovation Project (TRIP) facility planned for Lethbridge College will make a significant difference to the future of the construction and manufacturing industries in this region. Alberta continues to face labour pressures and our local college has the capacity and ability to ensure qualified trades workers are entering the workforce at a faster pace."<br> <br> Cheryl Meheden, president of Economic Development Lethbridge, adds, "A new Science Building, known as The Destination Project, is an important addition to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge campus. Wiebo's War, the latest screening of the library's NFB Film Club series, Wednesday, May 16 at 7 p.m. in room L1060.<br> <br> Wiebo Ludwig, who died recently of esophageal cancer, was a controversial figure in Alberta. The fundamentalist Christian minister and patriarch of a self-sufficient communal farm in northwestern Alberta has been labelled an eco-warrior and a terrorist for his resistance against the oil and gas industry that has taken over the land in that region.<br> <br> There were numerous poisonous gas leaks that the Ludwig clan believe caused illness, deaths and miscarriages amongst their family and their livestock. Their complaints went unresolved by the industry and the government, and so began their long struggle against the oil and gas companies in the area.<br> <br> In 2001 Ludwig was convicted of charges related to the bombing of an oil and gas installation, and he was suspected of involvement in later pipeline bombings.<br> <br> The 93-minute documentary, Wiebo's War, begins with filmmaker David York trying to convince the family to allow him to document their lives and their story in spite of his atheism. Apparently he won them over, because they allowed he and his film crew to live with them on their compound for up to two weeks at a time over a two-year period. The film goes on to present an inside view of the family's life on the communal farm, their religious faith and their battle against the oil and gas industry.<br> <br> "A rude guest, believe me," says released the 2012 Provincial Budget late last week, and while we are still learning more details about the budget and how it will affect the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge, we are encouraged by the government's introduction of predictable, three-year funding for the post-secondary sector.</p> <p>The modest operating grant increases of 2 per cent per year for the next three years is also welcome, especially in light of the 0 per cent we have received for the last two years. While we are grateful for the increase, it is important to note that this will not fully offset the cost of increases we will face this year and beyond, including a rise in cost of living, utility prices and other associated items.</p><p><div class="image-caption-container" style="width:500px;"><img src="/unews/sites/default/files/main/articles/mike-formal.jpg" alt="Mike Mahon" title="President Mike Mahon advocates a nimble and bold approach to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬&amp;#039;s future."><div class="image-caption">President Mike Mahon advocates a nimble and bold approach to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬&#039;s future.</div></div></p> <p>There will be no new capital projects funded for 2012 but the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ will continue to benefit from previously approved projects. These include the construction of the new residence building, significant renovations to existing structures and upgrades to the overall campus environment. In addition, the planning funding we received last year for a proposed 300,000 square foot academic complex is secure and that planning process will continue.</p> <p>Further announcements about a new CAIP Chair program are also expected. This will provide the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ an opportunity to compete for funding in areas that are still to be determined.</p> <p>The budget speech also referenced enhancements to student financial assistance programs. We welcome any effort made to change and ease the process by which students can qualify for financial assistance. We are keenly aware of the challenges students face, and are constantly working to enhance our own scholarship and bursary funding programs. To see the government make a commitment to contribute to this process is commendable.</p> <p>Again, much more will become clear in the coming weeks. Financial Planning is working hard to determine the impact of the budget on the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬, and we look forward to having further discussions with the Minister and the Department of Advanced Education and Technology.</p> <p>Over the past 18 months I have spent a lot of time talking with and listening to many people in our Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ community. As we process the announcements from the provincial government in relation to the budget, look ahead to our own budget planning process and begin work on the next iteration of our Strategic Plan, I believe it is important to look at where we have advanced in the framework of our current plan and consider the aspirations of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ as we move forward.</p> <p>I am beginning to work on drafting a discussion paper that will speak to some of the intentional directives that can help drive the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ forward within the context of our strategic directions. This paper will serve as a catalyst for future conversations on our next Strategic Plan. While our current Strategic Plan speaks to broad aspirations and potential strategies, it is time to build upon these strategies with concrete initiatives that support our goals.</p> <p>Already, these conversations have yielded intentional strategies such as the Recruitment, Retention and Integrated Planning team and enhanced support for our First Nations, M<em>é</em>tis and Inuit students.</p> <p>There is much more to talk about as we seek to move forward as a destination, comprehensive university, such as what it means to be a liberal education-based institution focused on increasing graduate education and research, our Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ structure and how it can be maximized to aid in our progression and the opportunity to develop an international strategy. These and other questions will be on the table and open for discussion as we look ahead.</p> <p>If we are going to be successful in moving forward, we need to be nimble and we need to be bold in our thinking and planning. As I begin to craft this discussion paper, I look forward to hearing from those who have thoughts about the future of the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge. McClellan's ties to the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ go back many years, but she was an advocate for education long before the U of L was on her personal or professional radar.</p><p><div class="image-caption-container" style="width:500px;"><img src="/unews/sites/default/files/main/articles/shirleymcclellan.jpg" alt="Shirley McClellan" title="A huge baseball fan, Shirley McClellan helped establish the Prairie Baseball Academy."><div class="image-caption">A huge baseball fan, Shirley McClellan helped establish the Prairie Baseball Academy.</div></div></p><p>Born in Hanna, Alta., in 1942, McClellan grew up in a politically and educationally active family. Her father was mayor and chairman of the town's school board for many years. </p><p>"I was raised with the belief that, as citizens, we should be interested and involved in our communities," says McClellan. "Contributing and making your town a better place to live wasn't anything unusual or extraordinary, it was just what you did."</p><p>McClellan has been a proponent of higher education for many years. Her first foray into the field of educational advancement took place while living on a farm in the New Brigden area, just west of the Saskatchewan border. McClellan had volunteered in the community in a variety of ways for years, and eventually was asked to be the co-ordinator of further education for the area.</p><p>"I was told it would be a six-month commitment, but I ended up doing the job for 12 years," says McClellan. "Rural areas were struggling to keep professionals because of a lack of opportunities to upgrade their credentials. The thinking was that if we offered programming in these areas, professionals wouldn't leave communities that needed them."</p><p>During her time as the further-education co-ordinator, McClellan was invited to sit on the board of directors of the Big Country Education Consortium headquartered in Drumheller, as well as serving on the Minister's Advisory Committees for Further Education and College Affairs. This work led to the creation of distance-delivery credit programs available to rural residents and professionals through Olds College, SAIT, the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Calgary, Lethbridge College, Medicine Hat College, as well as the U of L.</p><p>"That was when I developed a keen interest in further education," says McClellan. "It became clear to me that the key to Alberta's success was a well-rounded and well-educated workforce. Lifelong learning isn't just a buzzword for me. People should never stop learning. Young people today may have three or four careers in their lifetime. We need an education system that accommodates that."</p><p>McClellan's political career officially began in 1987 when she was elected to the Alberta legislature. She served six consecutive terms for the Drumheller-Stettler constituency, holding a diverse portfolio of ministerial offices including associate minister of agriculture, minister of rural development, minister of health, and minister of community development, to name just a few. She also served as deputy premier and finance minister during her tenure. Ironically, McClellan took over the riding somewhat by happenstance. She was an active member of the constituency when the existing MLA unexpectedly passed away. Having served as president, campaign manager and regional director for the party, McClellan was selected as a possible successor.</p><p>"A lot of people came to me and said that I'd be a good choice to take over, so I let my name stand in the byelection," says McClellan. </p><p>"I never imagined that decision would lead to 20 years in office, but I don't regret a minute of it. Serving as an MLA was a great honour and a fantastic experience. I'd been involved in political circles for years, but this was something much larger. I remember the day I was sworn in; the realization hit me that I had a heavy responsibility bestowed upon me."</p><p>McClellan accomplished much during her two decades in office, but is particularly proud of her involvement with the <a href="http://www.prairiebaseball.com/" rel="nofollow">Prairie Baseball Academy</a> program at <a href="http://www.lethbridgecollege.ca" rel="nofollow">Lethbridge College</a> and the U of L. Founded in 1995, the Academy met a need that McClellan and many other Albertans identified in the education system.</p><p>"There wasn't an academic baseball program anywhere in the country at the time," says McClellan. "If our young people wanted a career in baseball, they had to go to a U.S. college. We wanted to offer kids a way to pursue their dreams in Canada."</p><p>As a huge baseball fan, and a parent and grandparent of very involved players, McClellan was 100 per cent behind the development of the Academy, and worked closely with former Lethbridge MLA Clint Dunford to get it off the ground. McClellan opened a baseball game in July 1995 between the Canadian national team and the Oyen Pronghorns with a cheque for the newly established Prairie Baseball Academy in the amount of $25,000, donated by the Alberta Sport, Recreation, Parks and Wildlife Foundation.<br> <br> With politics behind her, McClellan is now focused on her role as chancellor at the U of L, which she will hold for four years. Education is one passion that she continues to pursue, but McClellan is also involved in a second interest she holds close to her heart: she became the CEO of Horse Racing Alberta on June 1.</p><p>"I love everything to do with horses," confesses McClellan. "Aside from the fact that they're beautiful animals, horses are a big part of the Alberta economy. We have the most complete horsing industry in Canada. It's a great part of our provincial heritage, and I just admire the people in the industry a great deal."</p><p>McClellan participated in developing legislation for the Horse Racing Alberta Renewal Initiative as minister of agriculture while in government. </p><p>True to her rural roots, McClellan lives and farms near New Brigden with her husband Lloyd, their son Mick, daughter Tami (BEd '89) and her husband Jeff, and four energetic grandchildren. Ask her the secret to achieving lifelong career satisfaction, and McClellan responds in signature style – shooting straight from the hip.</p><p>"I've made a living doing a bunch of things that I love to do," she says. "Isn't that the best way to live? You should believe in what you do, and feel good about it. With these upgrades, the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge is preserving a little bit of its past and preparing the Physical Education building for future generations of students."<br> <br> The now 40-year-old facility was built in 1971. Some parts of the building were renovated during the construction of the 1st Choice Savings Centre for Sport and Wellness (which opened in 2008) while other projects were put on hold until additional funding was available.<br> <br> "The funding will address some deferred maintenance projects, and allow us to keep the facility in top shape by upgrading items such as ventilation, windows, lighting and electrical systems," said U of L President Mike Mahon.<br> <br> "This will significantly improve the learning and working environment for our students, faculty, staff. Home to 1.19 billion people, India supports over 15 per cent of the world's population, while only occupying 2.4 per cent of the world's land mass. Not only is this a huge population that is increasing daily, but also with an average age of 25 years, it's a population in need of education. That's where the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge just might be able to help.</p> <p>Although India already has close to 500 universities, it needs to establish another 1000 universities over the next 10 years, and is looking for international assistance to do so.<br> <div class="image-caption-container" style="width:400px;"><img title="Members of the visiting Maharashtra delegation get a look at the Clinical Skills Lab in Markin Hall." src="/unews/sites/default/files/main/articles/global-india.jpg" alt=""><div class="image-caption">Members of the visiting Maharashtra delegation get a look at the Clinical Skills Lab in Markin Hall.</div></div><br> In October, a group of 12 government officials representing higher education from the Indian State of Maharashtra visited the U of L as part of an Alberta universities tour arranged by <a href="http://www.advancededucation.gov.ab.ca/" rel="nofollow">Alberta Advanced Education and Technology</a>. The trip also included stops at the <a href="http://www.ualberta.ca/" rel="nofollow">Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Alberta</a>, <a href="http://www.ucalgary.ca/" rel="nofollow">Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Calgary</a>, <a href="http://www.nait.ca/" rel="nofollow">NAIT</a> and <a href="http://www.sait.ca/" rel="nofollow">SAIT</a>.</p> <p>"The purpose of the tour was to give the Indian representatives a chance to observe and learn how the Alberta higher education system is organized and delivered," says Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge Faculty of <a href="http://www.uleth.ca/management" rel="nofollow">Management</a> professor, <a href="http://zapp.uleth.ca/Applications/CampusDirec/users/sameer.deshpande" rel="nofollow">Dr. Sameer Deshpande</a>.</p> <p>The visit also began the process of developing working relationships with Canadian universities, with the goal of continuing India's commitment to making education more available to their growing population. One way this could be achieved is through partnerships/exchanges with Canadian universities.</p> <p>"While no official agreement was signed, there is a high possibility for future relations," says Deshpande.</p> <p>This is not the first time that the U of L has worked with the Indian institutions. U of L students currently majoring in international management have the opportunity to partake in a work-study program in India. There are also Co-op work opportunities for students who are interested in being placed with contacts in India. By establishing closer relations with India, even more international opportunities may be available to U of L students. It would also take the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ to an emerging and ever-growing market.</p> <p>Rajesh Tope, the minister of Higher and Technical Education from the Government of Maharashtra, was impressed with the U of L, its facilities and openness to share its expertise.</p> <p>"Our visit was excellent. We learned a lot from the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬, and I think a lot can come of this visit," says Tope.
