Laura Chasmer and Chris Hopkinson, Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge geography professors, indicates that the 1997–1998 El Niño may have served as a tipping point for accelerating permafrost loss in their study area in the Northwest Territories.

The study, Threshold loss of discontinuous permafrost and landscape evolution, has been published in the latest issue of the prestigious journal Global Change Biology.

“What we’re seeing is that the permafrost thaw has accelerated since the severe El Niño that we had in 1998. Between 1970 and 1998, the area of permafrost in our study site shrunk by roughly four per cent. Between 1998 and 2015, it shrunk by an additional 13 per cent,” says Chasmer. “The research shows that unusually warm air temperatures, a shortened snow-cover period and the timing of snowfall may have shifted the watershed into a new state. This could have significant effects on greenhouse gas fluxes, water resources, wildfire and food security.”

“The extra energy during and following El Niño shifted the state of the system into an entirely new condition and created this accelerated rate of change,” says Hopkinson. “What we don’t know is whether the watershed system has readjusted to a new kind of steady state or whether it’s going to continue that rapid acceleration of loss.”

Chasmer and Hopkinson surveyed the Scotty Creek watershed, about 50 kilometres south of Fort Simpson in the Northwest Territories, using airborne Light Detection and Ranging (LiDAR). They conducted surveys in 2008, 2011, 2015 and 2016. Their data, combined with increased runoff from this watershed and others nearby, indicate that similar patterns of permafrost loss may be occurring across the region. Within their study area, the snow-covered season is 35 days shorter than it was in the 1970s.

Permafrost, made up of layers of old moss and soil that remain continuously frozen for two years or more, contains a large store of carbon. When it starts to thaw, significant amounts of carbon and methane are released into the atmosphere. In addition, thawing permafrost saturates the ground, causing trees and infrastructure like houses to tip over and slump, and creates difficult terrain for animals and traditional hunters to traverse. Chasmer and Hopkinson also suspect the increase in shrubbery they’ve found is because water runoff from thawing plateaus gathers into small channels and streams, which could dry out some of the wetland areas.

“That has potentially big implications for forest fires,” she says. “If wetlands dry out they become a fuel source, which could be why much larger areas of northern ecosystems are starting to burn.”

“If this rate of loss continues, total permafrost loss within our study area could occur by around 2044,” says Hopkinson. “We need to continue monitoring this area by doing LiDAR surveys every few years to determine if the system is in a new steady state or if it’s continuing to decline.”

An illustration of the changes seen in the study area can be found on YouTube.

<div Not only did he earn a BA (sociology) that paved the way for a career in human services, but he met Jeri, his wife of 37 years, with whom he's raised their daughter Michaela, who now attends the U of L.

<img src="/unews/sites/default/files/main/articles/miltenberger.jpg" alt="Michael Miltenberger" title="J. Michael Miltenberger was honoured as the U of L's 2011 Distinguished Alumnus of the Year at Fall Convocation in October.

After studying at the U of L, Miltenberger pursued graduate studies at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Alberta. "Neither of us liked big-city life in Edmonton, so we bought an old truck, packed up our stuff and headed north to live a simpler life for a while," he says.

The family settled in Fort Smith, N.W.T. – a primarily Aboriginal community of 2,400 people – where Miltenberger built the family's timber-framed house. After a few years as a carpenter, he put his U of L degree to good use while working for the Department of Health and Social Services.

Miltenberger didn't begin his career with political ambitions. But after serving on town council, he was inspired to run for mayor, even though it meant a 50 per cent pay cut.

"The work interested me: the ability to enact laws and help the community develop," he says. In 1987 he completed his first term as mayor. He returned to the Department of Health and Social Services as regional superintendent shortly after that.

In 1995, he ran for MLA – and won – and has represented Fort Smith ever since. Presently, Miltenberger serves in cabinet as deputy premier, government house leader, minister of finance, minister of health and social services and minister of environment and natural resources.

"I've worked hard to make sure the community is well-served by the territorial government," says Miltenberger. He's also a passionate environmental advocate, working to protect at-risk species and water systems.

On the border between the N.W.T. and Alberta, Fort Smith is situated in the middle of the boreal forest and adjacent to the Slave River, best known for its powerful rapids that occasionally attract contentious hydroelectric dam proposals.

As minister of environment and natural resources, Miltenberger has worked closely with Aboriginal communities and other stakeholders to establish a water stewardship strategy for the N.W.T. and has been a significant figure on the international water-policy stage. Earlier this year, he was one of five Canadians on an expert panel at the Seventh Annual Rosenberg Water Policy Forum in Argentina where he delivered a paper on traditional knowledge and water-policy development in the N.W.T.

Water and other environmental issues, negotiating a final devolution agreement with Canada, an upcoming Canada-wide review of health care and a project to implement fibre-optic capability all contributed to Miltenberger's decision to run for office one last time. On Oct. 3, Miltenberger was elected to a fifth term.

"I'm grateful for the continued support of the constituency," says Miltenberger, reflecting on his re-election in an area renowned for its political toughness. "I look forward to spending the next four years working on the issues I'm passionate about. After that, I can pass the torch."

This story first appeared in the Fall 2011 issue of SAM. Their 8,500 km adventure begins in Edmonton, four hours south of the largest proposed industrial project in history, the Athabasca Oilsands. Travelling through Alberta, British Columbia, Alaska, The Yukon, and the Northwest Territories they arrived in Inuvik, at the end of the 750 km gravel Dempster Highway, 200 km north of the Arctic Circle.

Through conversations with First Nations Chiefs, Elders, comedians, artists, dancers and mountaineers, Up North takes you on a journey of discovery and inquiry delving into a multilayered look at forms of change including economic, environmental, cultural, social, political, dromological and linguistic. Set against the stunning beauty of North America's last wilderness, it accesses an alternate history of Canada's North, told through the wisdom of experience and the reflection of our culture in the landscape.

The screening is free and open to everyone.

<div class="field-group-format group_related_topics field-group-div group-related-topics block-title-body Lethbridge President Dr. Bill Cade chats about what's happening in the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ community

I am constantly impressed by how much activity we have here on campus, generated both from within and from external sources interested in what we are doing.

This was readily apparent this past month with a number of high profile events that thrust the
U of L into the spotlight and touched on a variety of our hallmarks.

Fall Convocation was an outstanding affair and once again showcased our many exceptional graduates. The event was enhanced greatly by the inclusion of our honorary degree recipients, Paul Brandt and Son Soubert. Their commitment to humanitarian efforts provided an inspirational backdrop for the new graduating class and served as a great starting point as they embark on their professional careers.

The link between the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ and the professional world has never been stronger, and that is evidenced by the many partnerships the U of L has cultivated with its business partners. Recently we welcomed the Certified General Accountants Association of Alberta to campus as they announced a major donation to fund the CGA Faculty Fellowship in Accounting and support the operating costs of the new Markin Hall Finance Trading Floor.

Prior to that, the Faculty of Management received accreditation from the Canadian Management Accountants Society, effectively earning a stamp of approval from the very society to which many of their students will gravitate upon graduation. I spoke personally with one of our students recently who cited this accreditation as a major factor in his appreciation of the program, as it gave him the opportunity to bypass the CMA Entrance Examination upon graduation. He also credited management professor Bruce Thurston for his real-world approach in the classroom.

With the many co-op work arrangements we have throughout our faculties and a constant eye on the changing needs of the professional world, our programs continue to graduate competent, confident students who are able to hit the ground running in their chosen careers.

In addition to business interests on campus, we have hosted a number of governmental representatives in recent weeks. Deputy Premier of the Northwest Territories, Michael Miltenberger (BASc '75), visited the Alberta Water and Environmental Science Building, as did Alberta Minister of Environment, Rob Renner, and deputy minister Jim Ellis. As well, Alberta Health Minister Ron Liepert toured the new Markin Hall building.

It is extremely important that we maintain a positive working relationship with the various levels of government as it helps both our interests in shaping the future of our province.

We enjoyed a very interesting Board of Governors meeting this past month as we set up shop in the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬'s new daycare facility. It is a beautiful building in a picturesque setting and a real testament to the spirit of co-operation that exists on campus.

I want to give a huge amount of credit to Vice-President (Finance and Administration) Nancy Walker for seeing this project through to its completion. She was responsible chiefly for bringing members of administration around to the view that we should work with our partners to bring daycare to campus once again, and it is highly symbolic to have completed this project.

Hearty congratulations to the Pronghorns women's rugby team, who pounded their way through the Canada West championship tournament to capture their fourth straight conference title. I anticipate another celebration in the offing as the Horns head to Vancouver to try and claim their third consecutive CIS championship. You have made the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ proud – good luck and Go Horns!

We think we know Mike Babcock by who we see on our television screens. He comes off as a steely-eyed competitor, a taskmaster who pushes and prods his players to strive for an on-ice perfection that, by the nature of the game, is unattainable. In the end, we see a hockey coach and a man who has won at virtually every level of the sport – a champion.

That Mike Babcock is for public consumption. He is the button-down, blazer-wearing Stanley Cup champion and coach of Canada's 2010 Canadian Olympic Men's Hockey Team. He is just a sliver of the true Mike Babcock. For as much as Babcock strives to be at the pinnacle of his sport, his upbringing and family values tell him that true success is measured off the ice.

"My wife always laughs — she sees me wearing a suit behind the bench and wonders who that is because I'm wearing shorts and a t-shirt and ball hat most of the summer; I'm just like everybody else," says Babcock. "It's just that when people see me, they have me in that different light – my kids don't know who that guy is, either."

That guy is the one who never saw himself as a hockey coach but rather an academic and educator. He's the guy who resurrected a seemingly stalled coaching career by rejuvenating an on-the-ropes hockey program at the Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬ of Lethbridge and guided the Pronghorns to an unlikely 1994 national title.

"I never dreamed I was going to be a coach in the first place. I thought I was going to be in the college world the rest of my life. I thought I'd go on and get a PhD and teach," says Babcock, who has an undergraduate education degree and graduate degree in sports psychology from McGill Ãâ·Ñ¸£Àû×ÊÔ´ÔÚÏß¿´Æ¬. "I liked being in the college environment. I thought it'd be a great job to be around young, excited people getting better and going places. I thought I'd always be a part of that."

After previously taking Red Deer College to a national final, Babcock accepted a coaching challenge at the U of L. The 1993-94 Pronghorns were not considered a championship contender. The program itself was in trouble and faced the prospect of being cut from the U of L athletic landscape. The Horns had never made the playoffs or even finished a season above the .500 mark.

"When I came to the U of L I had a pretty strong belief in how I thought hockey should be played and what we needed to do to have success; we instilled that from day one," says Babcock.

"I believe there's a right way to play the game and there's a right way to approach life, and I tell that to my kids all the time. I'm not a very cautious person; I'm not a very careful person. I believe in living and getting the most out of every day, and I believe that's also how you play the game."

It's a philosophy that has stood the test of time. Following his one-year stint with the Horns, Babcock guided the Spokane Chiefs for six seasons, twice advancing to the WHL championship series. In 1997, he led Canada to a World Junior Championship gold medal. Two years later, after a brief stop in the American Hockey League, he was coaching the Anaheim Mighty Ducks in the National Hockey League. In his first season he took the Ducks to the Stanley Cup final and in the five years since, he's been to two more Cup finals with the Detroit Red Wings, capturing hockey's Holy Grail in 2007-08.

"You have to get better each and every year if you're going to be successful in all walks of life," he says. "It's all about lifelong learning. The things I did at the U of L, technically I might not do anymore, but believing in people and getting them to work hard, to commit to one another and to the team are exactly the same things we talk about today in Detroit."

With the 2010 Olympic opportunity just around the bend, Babcock's approach will not vary. Why would it?

"What a great thing, eh? I'm excited like you can't believe. It's a dream come true to have the chance to be an Olympian," Babcock says, relishing the expectations of, and pressure from, a nation of rabid hockey fans.

"The reason we have expectations is because we have a chance. The tournament now is going to be closer than it's ever been, everybody has a chance to win; we're just big believers that we're going to find a way to get it done. I don't know exactly how we're going to do that, I just know we are."

It's been 15 years since Babcock guided the U of L Horns to that national title, and while everything around him has changed, he still sees himself essentially as the man he was in the fall of 1993, hunting in the foothills every day following practice, looking after his family and striving to be a better person and coach.

"I've always been a little fearful of not being good enough, so that gives me a little bit of drive to try and be better," says Babcock.

Born in Manitouwadge, Ont., Babcock spent much of his childhood in the Northwest Territories, where his father worked as a mining engineer. When Babcock was 12, his family moved to Saskatoon, Sask., where his father still lives today. In the off-season, it's also the area where Babcock, his wife and three children call home.

"I want my kids to be grounded," says Babcock. "My kids are growing up different than I did, but in saying that, we're hoping to raise really good people who are confident and who are going to be difference-makers in the world. That's how my mom spoke to me, and that's how I speak to my kids."

He lost his mother to cancer in 1992, but the lessons she taught still resonate with him today. They are part of the values with which he raises his family and that he also takes to the rink.

"I always say I learned to work hard from my dad, and I learned to talk to people from my mom," says Babcock.

His growth as a coach has garnered the respect of the hockey world and allowed him to work with the most talented players and personalities in the game. Still, despite his rise in professional status, he manages to stay true to the principles by which he was raised.

"It's been a work in progress, and I like to think that I keep getting better, and I'm going to be a better coach next year than I was last year," says Babcock. "You have to be in a constant stage of development if you want to be the best you can be.

"Am I still the same person? I'd sure like to think so. I tell people all the time, the measure of me as a man isn't going to be about the number of games I win, it's going to be about the family I raise."

<div Michael Miltenberger (BASc '75,) MLA Thebacha, Deputy Premier and Minister of Environment and Natural Resources for the Northwest Territories (NWT), is acutely aware of the increasing pressure for development activity in the NWT related to oil and gas, oil sands, mining, hydro and other industrial developments. These activities place great demands on water resources, land and wildlife – a concern for both Miltenberger and his constituents.

On Tuesday afternoon, Miltenberger will be at the U of L discussing the water resource management strategies his government is working on with both Aboriginal governments and the federal government.

Miltenberger, along with the Hon. Jackson Lafferty, MLA Monfwi, Minister of Justice, Minister of Education, Culture and Employment will discuss the water strategy and other key environmental initiatives, and the importance of collaborative partnerships between all levels of government to ensure wise and sustainable use of the NWT's natural resources. The talk goes at 1:40 p.m. in classroom W870.

To ensure sound management of water resources in the NWT, the government of the Northwest Territories, in partnership with Indian and Northern Affairs Canada, is developing the Northern Voices, Northern Waters, an NWT Water Resources Management Strategy.
